Gestão de desempenho na administração pública: um estudo multicaso em instituições federais de ensino

This study sought to contribute to the human performance management debate in the public administration by evaluating the performance management systematics of five federal educa-tional institutions (considering nine study units). By confronting the theory, legal determina-tions and observed practice, it was possible to identify that the inefficiency of the performance management systematics results from a series of inconsistent actions in all stages of its im-plementation and include expertise lack, reproduction of performance management systems strange to culture and organizational strategy, inexistent of servant civil involvement, unpre-paredness of managers to conduct the management itself, inexistent of appraisal computeriza-tion which makes it difficult to analyze, systematize and provide information. Like this, the procedure is restricted to a pro forma reports, whose purpose is to justify the progress of the servant civil in the career. Based on the theoretical framework were proposed actions to broaden the tool's objectives; reduction of existing conflicts in the procedure conduction; im-proving processes and working conditions; continuous development of servant civil; achieve and preserve of an excellence standard in public services offer, in order to promote institu-tional and individual development by lining up the organization's strategic objectives with in-dividual objectives. This is a qualitative work and the research method consists of a Multi case Study. Data collection was done through documentary research and semi-structured in-terviews. The collected informations in the Multi case Study were analyzed from a dialogue with the theoretical framework, legal guidelines, institutional documents and the review of performance management practices with the use of content analysis.
