Efeito das despesas públicas municipais em educação infantil sobre a inserção das mulheres no mercado de trabalho nos municípios paulistas

The research problem is to investigate the effect of municipal public investments in early childhood education, more specifically in daycare, on the insertion of women who are mothers of children up to 5 years old in the labor market. We take into account municipal conditions as determinants of the work decision, in addition to individual attributes. The main hypothesis is that municipal investments in early childhood education have a positive effect on the mother's decision to participate in the labor market; however, the effective participation in the market, as occupied, is sensitively conditioned to the local economic contexts. Using the IBGE (2010 Census), FINBRA (2010) and INEP (2010) databases, we estimate a two-level hierarchical Logit model (individual and family characteristics and municipal characteristics), which allows the analysis of the probability of the mother participate or not in the labor market and also the effects attributed to local contexts on individual decisions, particularly in the state of São Paulo. The results indicate that investments in day care centers are associated with greater participation of women mothers of young children in the labor force.
