dc.description.abstractPublic higher education institutions in Brazil are legally obligated to develop Solid Waste Management Plans (PGRS), emphasizing environmental responsibility and sustainable waste management. Thus, this study was conducted through documentary analysis of the PGRS at the Federal University of Santa Maria (UFSM) and the Federal University of Pernambuco (UFPE), following the guidelines of the National Solid Waste Plan (PNRS) and other applicable regulations. Both institutions were selected, and the analysis was carried out based on items established in a checklist, in addition to using the SWOT matrix. The analysis of both plans revealed gaps, particularly concerning environmental liabilities, shared responsibility actions, and the scope of waste types on campuses. It was observed that few Brazilian public universities have an identifiable online PGRS. In this context, collaboration between universities and government bodies becomes crucial to align policies with the institutions' needs and capacities, promoting an integrated and sustainable approach to solid waste management. For future research, it is suggested to analyze the implementation of PGRS in international universities and different types of educational institutions, seeking a better understanding of their effectiveness in waste management and handling.por

dc.description.resumoAs instituições de ensino superior públicas no Brasil são legalmente sujeitas a desenvolver Planos de Gerenciamento de Resíduos Sólidos (PGRS), enfatizando a responsabilidade ambiental e a gestão sustentável de resíduos. Dessa forma, o presente trabalho foi realizado a partir da analise documental dos PGRS na Universidade Federal de Santa Maria (UFSM) e a Universidade Federal de Pernambuco (UFPE) seguindo as diretrizes do Plano Nacional de Resíduos Sólidos (PNRS) e demais regulamentações relacionadas aplicáveis. Ambos foram escolhidos, e a análise feita conforme itens estabelecidos em uma lista de verificação além da utilização da matriz SWOT. A análise de ambos planos revelou lacunas, especialmente em relação a passivos ambientais, ações de responsabilidade compartilhada e também na abrangência dos tipos de resíduos nos campi. Observou-se que poucas universidades públicas brasileiras possuem um PGRS identificável online. Nesse contexto, a colaboração entre universidades e órgãos governamentais torna-se crucial para alinhar as politicas as necessidades e capacidade das instituições, promovendo uma abordagem integrada e sustentável na gestão de resíduos sólidos. Para futuras pesquisas, sugere-se analisar a implementação dos PGRS em universidades internacionais e em diferentes tipos de instituições educacionais, buscando entender melhor sua eficácia na gestão e no manejo de resíduos.por
