    One of the highest risks to the newborn, according to several authors is Asphyxia, a progressive process potentially reversible in the initial stages, in a spontaneous way, if the cause is removed. However, once in progress, this spontaneous reverse process becomes difficult, for the most part, due to circulatory, metabolic and neurologic alterations that goes with it can lead to severa[ leveis of compromising in its development. There are matemity hospital conducts in the neonatal period that may detect any risk of alteration in its development. Under the risk of disabilities, it is necessary to refer the newbom to initiate an intervention as soon as possible, avoiding future disabilities and recuperation of those already installed. Based on its presumed above, it led the objectives of this research that intended to analyze the neuropsychomotor development of infants that participated in an early home intervention, relating with features of perinatal asphyxia detected in matemity hospital and, comparing with the literature data. The study had as participating, an experimental group (GE), and a control group (GC), composed on risky babies, with features of perinatal asphyxia, detected in the maternity hospital. The infants in the GE participated intervention program from 3'd week until 3'd month of life. The GE mothers, was also participants, since they were present in the stimulation process. All the infants (the GE and the GC) were submitted to assessments in neuropsychomotor development until the 24th week. The chosen place to the intervention was the own infant's home. The procedure consisted of 3 (three) stages: 1) an interoiew with the mothers of GE, with the objective to know the newbom routine; 2) an assessment of its neuropsychomotor development, realized in 2"-d, 3rd, 8th and 12th week, 1 (5th, 2()lh and 24th week of infants life and, 3) the GE global stimulation twice a weekfrom 3'd week until the 12th week. The results were achieved through analysis interventions before the aspects: (a) the researcher conducts, the infant's responses and the guidance supplied to the mother; (b) from development comparison of the infants in the GE along with its development; (e) from development comparison of the infants in the GE and the GC with the described in the literature and (d) from development comparison on the GE with the GC, on 6months. With these data was concluded that an early intervention participate of the evolution in the development in the infants at risk, therefore it is not the only reason that acts in this development and that the home intervention improves the interaction between the therapist with the infants. And was concluded that its family, mainly the mother, that is the most important in this stimulation process.

    MHEG-5/SMIL: um ambiente de integração entre os padrões

    This work presents an integration environment between the standards MHEG-5 and SMIL. The MHEG-5 standard defines the syntax and the semantics of a group of objects which can be used for interoperability of multimedia applications among platforms with minimal resources. On the other hand, the SMIL standard provides synchronized media in the Web documents. In order to integrate the two standards two translators were developed. With this integration the multimedia applications can be presented either in a Web environment, using SMIL, or in authoring tools following the MHEG-5 standard. A rule database was developed to carry out the translations; which has as an objective to store the translating rules between the standards allowing for dynamism in the translation process. As a test database for the translations a Multimedia Object Server multimedia database was used in the AMOM project, where a connection module was developed between these database an the Web environment. This work has also involved the proposal of an environment which integrates the SOMm and the Web, whose title is MAW (Multimedia Application WebBuilder).

    Due to the Brazilian Constitution from 1.988, the Municipalities were born as beings integrating the Brazilian Federation, with the States and the Union itself, setting a new standard for Constitucional Law studies. It depends on investigating the whole new borders for the Municipalities competency on editing and applicating the environmental law to get Knowing of the role the mayor, the local legislators and the citizens may play on acting for the purposes established on Art. 225 of the refered Magna Carta. Upon studies developped at the Country of Luiz Antonio, in the hinterland of Sao Paulo State, by senior and junior researchersfrom Sao Carlos Federal University altogether with elected locals, a proposal was reached consubstanciated in a draft of a proposed to be COMDEMA's Bill, standing COMDEMA for Local Council for Environmental Protection.

    A comunidade bacterioplanctônica e o estado trófico de dois ecossistemas aquáticos de Minas Gerais

    This work analyzed the density, biomass and bacterian biovolume through epifluorescency's microscopy with acridina's orange, they were related with the trophic state of two aquatic ecosystem in Minas Gerais. The samples were colected in september 1995 (dry season) and february 1996 (rainy season) in the littoral and limnetic zone of Pampulha reservoir, a eutrofized urban ecosystem, located at north region of Belo Horizonte city, strongly influenciated by the exhaust of the domestic and industrial sewers derived from of its tributaries and by the dumping of garbage by the population around, and in the Olhos d'Água lagoon, a natural urban ecosystem, oligotrophic, and little antropofically influenciated. Significantly differences were founded between physics, chemistry and biological varieties in that two environments. At Pampulha reservoir, the bacterian density oscillated from 0.31 x 106 bacteria/ml and 1.73 x 106 bacteria/ml in the drying season and between 0.31 x 106 and 1.15 x 106 bacteria/ml in the raining season. The biomass oscillated between 50.9 μgC/l and 279.9 μgC/l in the drying season and between 66.6 μgC/l and 205.2 μgC/l in the drying season. The biovolume oscillated between 0.376 μm3/l and 0.644 μm3/l in the drying season and between 0.377 μm3/l and 0.667 μm3/l in the raining season. In the Olhos d'Água lagoon the density oscillated between 0.15x106 bacteria/ml and 0.19x106 bacteria/ml in the drying season. The biomass oscillated between 9.9 μgC/l and 44.70 μgC/l in the drying season and between 14.70 μgC/l and 28.33 μgC/l in the raining season. The biovolume oscillated between 0.151 μm3/l and 0.728 μm3/l in the drying season and between 0.221 μm3/l and 0.591 μm3/l in the raining season. These results suggest that there is a relationship between the bacterian community and the trophic state at the eutrophic environments where the bacterian community exists with higher results (density and biomass) due to major quantity of carbon available in the environment proceeding from the antropogenic actions. Studies about the quantity of (DOC) dissolved organic carbon, possible relationship among the bacterian and fitoplanktonic communities and predatories taxes of the picoplankton by the microzooplankton are needed at tropical environments to understand the bacterian dynamic in those environments.

    Desenvolvimentismo e educação: o ensino médio no período de 1956 a 1961

    The government proposals for education, between the years 1956-61, appear linked to the idea that the educational system should be intrinsically linked to the set of structural reforms that were necessary to overcome the conditions of underdevelopment. With the consolidation of the industrial sector and the intention of accelerating economic development, the government, in those years, applied the policy identified with the economic model of association of capitals. The goals program, an instrument of the economic policy of the Juscelino Kubitschek government, referred essentially to the importance of the entry of capital, of foreign technology in the country for the construction of the Brazilian economy, and mainly for the realization of its projects. Comprising thirty sectors, this program highlighted the goals related to the economy: energy, transport, food, basic industry - including, in the last goal, the training program for technical personnel - capable of providing the infrastructure and superstructure for the transformation of the economic structure. The targets program led to a substantial modification, in the political sense, of Brazilian economic development. The nationalist ideology, assumed in previous years by a nationalist economic policy, was formulated contradictorily through the conditions of economic dependence. The national-developmentalist ideology proclaimed in this period was constituted in the Superior Institute of Brazilian Studies (ISEB), which was granted as a nucleus of great importance for the advice of the government of Juscelino Kubitschek. In other words, the developmental thinking of the Instituto Superior de Estudos Brasileiros was connected, in several fundamental points, with the developmentalism of Juscelino Kubitschek. President Kubitschek, when defending the importance of the country's economic development, always mentioned the need to link education to development. In the goals program, the education plan for development defended technical-professional education as a process consistent with Brazilian development. Considering the academic education of high school ineffective for young people in practical life, Juscelino urgently mentioned the adjustment of this level of education and, therefore, attributed fundamental importance to the capacity of qualified labor in the performance of the various sectors of economic production. In this way, professional education was present at all times, configuring itself as a primordial element for the promotion of economic development, according to the official proposal. The present work therefore intended to analyze and understand the relationships between economic and social policy, ideology and secondary education in the period 1956-61, precisely when the binomial development and vocational education began to become the ideology of the elites and their intellectuals for the Brazilian problem.

    The present work was carried oput to develop na environmental characterization and diagnosis of the Ecologic Station of São Carlos and to estabilish a basic for the knowledge of the ecology of the arboreal species present in this fragment of semideciduous seasonal forest to support the planning and management of this conservation unit, and also to allow the maintenance and conservation of theirs existing natural resources. The Ecological Station of São Carlos, located between the municipalities of São Carlos and Brotas, São Paulo State, Brazil, with an area of 75,26 ha, it is a forest fragment constituted of a deciduous seasonal forest and is limitd by sugar-cane crops and the Santana dam. As one of the Conservation Units of the São Paulo State without scientific information, it deserves a study about its characterization and boundaries together whith the knowledge of its floristics and phytosociology, to elaborate its zoning, using the Geographic Information System (GIS/IDRISI). The use of GIS was important to the environmental characterization of the area and its boundaries, to provide information on its hydrography, altimetry, slopes, soil, municipalies boundaries, road system, use and soil cover, which resulted in the thematic maps (altimetric, hydrographic, etc) and the environmental zoning. To evaluate the consequences of the fragmentation process of the study area, in view of the unknown biologic diversity, specially vegetation, the floristic and phytosociologic surveys were carried out as a starting point for various works to be further developed in the area. The study of the floristics and phytosociology of the arboreal stratum was carried out by means of four transects, in which blocks of 10 x 10 m were established. In addition, the level of infestation by vines on the trees and dead trees was evaluated. The survey allowed the identification of 97 species distributed among 37 families, from which Fabaceae and Meliaceae contributed with the highest number of species. Fifteen individuais were not identified at species level. From this total, four were identified at family level, ten at genus level and one is unknown. The diversity index obtained for the species in the studied area was of 3.55 nats/species. Three of the species found, Zanthoxylum riedelianum Engl., Trichilia hirta L., and Astronium fraxinifolium Schott are included among the endangered species, in the vulnerable category. With the results of arboreal flora found in the survey. The richness of families and species was found to be quite similar when compared to studies of other fragments of the State of São Paulo. The need of elaborating and accomplishing a specific management plan for the area is assential for maintenance and conservation of the associeated genetic resources of this conservation unit, due to the agricultural use of its boundaries.
