    This work is the result of a research accomplished in the city of Barretos-SP, with the purpose of to identify and to evaluate the variables of physical and environmental characterization of the sidewalks and public walks, destined to the pedestrians' circulation, under the comfort aspects, safety and environmental conditions. For identification of the variables, a research was accomplished with technicians of the engineering areas, architecture, physiotherapy, medicine, nursing, physical education, transports and psychology using the Method of Delphi. For evaluation of the chosen variables for the technicians, a new research was accomplished with seniors, with age starting from 60 years, where the Technique of the Declared Preference was used. It was verified that the technicians prioritize the variables that are related the a level of acceptable service for the walk and that for the seniors the favorite atmosphere for the walks should present, in first place, comfortable conditions for the movement, without any obstacles and to offer safety mainly during the crossing of the streets. The result of this work can contribute to the definition of plans and projects to facilitate the people's accessibility with some deficiency type or with reduced mobility and to identify the places where are necessary improvements and modifications.

    Composite electrodes were prepared using graphite powder and silicone rubber in different compositions. The use of such hydrophobic materials interned to diminish the swallowing observed in other cases when the electrodes are used in aqueous solutions for a long time. The composites were characterized for the response reproducibility, ohmic resistance, thermal behavior and effective area. The voltammetric response in relation to analysts with knows voltammetric behavior was also evaluated, always in comparison with the glassy carbon. Licrean responses were observed for [Fe(CN)6]3- at 50 and 100 mVs-1 scan rates. The electrode 70% (graphite, w/w) was used in the quantitative determination of hydroquinone (HQ) in a DPV procedure in which a detection limit of 5.08x10-8 molL-1 was observed. Hydroquinone was determined in a photographic developer sample with errors lower then 1% in relation to the label value. Dopamine was also determined using a DPV procedure with detection limit of 1.1x10-6molL-1. When pharmaceutical samples containing dopamine were analyzed errors lower then 5% were observed in relation to the label value.

    This research started on March, 2002, at the Program of Post Graduation in Education (UFSCar) Concentration area: Teaching Methodology. The knowledge s construction presented here has, as co-labors, the youngsters from São Carlos Hip-Hop and the main matter of this research refers to the educative processes that permeates their quotidian, the way they educate themselves and the way they educate other persons from their communities. We had, therefore, as the aim of this study, the undestanding and the sistematization of the educative processes present at the practice of those youngsters, willing to contribute to the valorization of educational practices on Youth Movements and on elaboration of related politics . Therefore, we have followed up with their activities, as weekly meetings, artistic events, educational activities and parties. Based on those follow-ups we have gatthered material for to the elaboration of one interviewing guide, developed with four youngsters (three young men and one young woman). Data obtained were organized for analisys at the followings focuses: Hip-Hop, São Carlos Hip-Hop, the Hip-Hop doing in São Carlos, Hip-Hop and communities, Hip-Hop and Youth and São Carlos Hip-Hop s Youth education. Data analisys revealed some present values in life of those persons, as love for what each one does, the need of collective work, responsability, belonging to a community, respect, effort and criativity. Those values are ilustrated at the Rap s lirics conception, at the organization and presentation of artistic events, at the art educational workshops. All those values and actions look for the creation, the invention of a quotidian with better conditions of life, looking for disrupt the reprodution of the realities. We believe that this research brings contributions in order of thinking in education that permeates social practices in non-scholar places, and to re-think the education in scholar places.

    Desenvolvimento e caracterização de blendas e de compostos empregando polímeros biodegradáveis

    This work presents theoretical information and experimental data on the behavior of biodegradable polymers and blends of biodegradable PHB polymer with copolyesters that are also biodegradable. Binary mixtures were made of the biodegradable polymer poly(hydroxybutyrate) PHB and biodegradable copolyesters, Eastar Bio® and Ecoflex®, in the following PHB/copolyester compositions: 100/0, 90/10, 75/25, 50/50, and 0/100. For the PHB/copolyester blend of 75/25, modifications with 30% of wood powder in two different grain sizes were studied. The polymeric blends were prepared and their mechanical and thermal properties and morphology evaluated. An analysis of their biodegradation in soil was also made. It was found that the mechanical properties of PHB polymer are improved by incorporating 50% of copolyester into the polymeric blend. Analyses of the melt flow index also revealed that the three polymers studied here are unstable and degrade along time, a behavior displayed particularly strongly by Easter Bio. A thermal analysis by Differential Scanning Calorimetry indicated that these polymers have a very slow crystallization rate. A Dynamic Mechanical Thermal Analysis of the blends indicated they are immiscible, as indicated by two different Tg peaks very close to the Tg of the pure polymers. All the polymers subjected to the soil biodegradation tests underwent degradation with a loss in mass, although only superficial alterations which did not interfere in their mechanical properties occurred during the 90-day evaluation period.

    A Sustentabilidade de empreendimentos rurais: um estudo a partir da implantação do turismo no estado de São Paulo.

    The rural tourism arrived in Brazil in the middles of the decade of 1980, primarily for being a way to generate financial revenues complementary and supplementary, so necessary to help the weak financial situation of the rural production units, specially the small ones, deriving from many issues that limited the capacity of getting financial return from these properties. Until the middle of the 1990 s decade that activity stayed restricted to the south of the country, mainly the state of Santa Catarina, with a few of initiatives out of this region. The main question that originates this project is the establishment of a relation between the development of the rural tourism and the increasing of a higher sustainability of the units of rural production where the tourism is developed. That higher sustainability is a result of better environment achieved, the creation of jobs, besides the utilization of the new tools of management by the entrepreneurs, especially in planning. In spite of the countless differences between the rural production units, common traces were found between the companies and their managers, primarily the capacity of developing successful business based, in a general view, on the same premises. It emphasized the protection of the environment after the rural tourism started, checked by higher protection of the nascent (sources), ciliary forests, hills (mountains) and other formations, expansion of the natural cover vegetable area and the decreasing of negative impacts that could be deriving from the agriculture and cattle raising activities. In the economics dimension it is possible to examine with more clearness the benefits ot the activity, such as the extension of the UPR s revenues, the investments in infra structure and a big satisfaction with this activity, because of the increasing income and the minimizing of the problems faced during the typical seasonal period of the agriculture and cattle raising activity. Another verification was based on the extension of the management capacity of the entrepreneurs, making use of mechanisms such as projecting. On the social view, many positive aspects were verified, such as the rural culture, interchange with the visitors, as well as the involvement of the whole family in an activity that, before creating material resources, generates, on the exercise of hospitality, a great personal satisfaction, as well as an elevation on the self esteem and the pride. In this way, verifies that the implantation of the rural tourism, when well planned, makes the unity of rural production more sustainable, through developing better conditions related to the environment, promoting social inclusion, valorization of the local culture, generating extra revenues and new jobs. All these factors together convert to the real sustainability of the rural production unit, moreover helping to build sustainable communities.

    The fish farm is becoming a promising commercial activity, however, in Brazil only 1% of the fish culture potential is explored, meanly due to the lack of studies on our Neotropical fish. The matrinxã, Brycon cephalus, is very appreciated species for many qualities as fast growth, easy adaptation to commercial food and exquisite tasty fillet. Like reofilic fishes, the rapids are their natural environment, making these species an ideal subject for studies that correlate exercise and growth. There are many kinds of activities in which fish can swim against water current at different speeds and length of time. The strenuous exercises, besides few experienced in vivo, present serious metabolic disturbances. On the other hand, the sustained swimming can improve the feed conversion rate and the growth. Such modifications are also expected for less active fish, since adequate speeds are reached for them. In this kind of exercise aerobic metabolism is preferential and it can be maintained for long periods without present fatigue. For all such, the purpose of this work was to appraise the effects of sustained swimming on the performance of matrinxã, submitted to sustained swimming for 37 and 72 days at 42 cm.s-1. Eighty matrinxãs were randomly divided in four groups of twenty fish (45 ± 17g; 14 ± 2cm). Two of these groups were exercised in circulating-water tanks (E37 and E72), swimming counter current for 37 and 72 days, respectively, at 42cm.s-1. The other two groups (C37 and C72) remained in static-water tanks for the same trial periods. At the end of each trial period, 13 fish from each group were weighed, the size was gauged, and blood samples were collected for growth, hematological, ions and metabolite determinations. After these procedures, fish were killed and liver, white and red muscles were excised, in order to determine the metabolite responses, the metabolic enzyme activities and the RNA/protein rate. The matrinxãs presented different responses for different periods of exercise. However, the exercise improved the growth rates for both exercised groups, with decrease of protein consume for energetic demands. The hematological responses of both exercised groups point to a better oxygen and nutrient transport, in spite of the major energy cost. Spite of E72 group had consumed proteins, matrinxãs incorporated more amino acids and protein in their white muscle, which improved the matrinxã growth rate. The reduced levels of sugars, glycogen and lipids in E72 white muscle indicate that matrinxã exercised for 72 days, utilizes preferentially the glycolytic and lipid pathways. The better-feed conversion rates plus the major growth of exercised matrinxãs, meanly in E72, make us sure that moderate exercise is recommended as a good practice for matrinxã farming.

    Remodelamento do miocárdio no exercício com componente anaeróbico

    The extracellular matrix (ECM) components are continuously synthesized and degraded at distinct rates in a process called remodeling involving the expression of matrix metallopeptidases (MMPs) and their inhibitors (TIMPs) in physiological (growth, exercise) or pathological (high blood pressure, myocardial infarction) conditions. The expression of myosin heavy chain (MHC) α and β in the myocardium also changes in response to physiological (exercise) and pathological (energy deprivation, hypothyroidism, diabetes mellitus, hypertension) stimulus. The aim of this work was to study the influence of acute swimming training in Wistar male rats (160-180g) for 6hr/day, in 3 sessions of 2 hr each for 1 to 5 consecutive days, on the MMPs and MHC β expression, compared to the sedentary control group. Blood lactate concentration and heart weight/body weight relation were also determined. Heart weight was increased in relation to body weight in the groups that trained for 4 (p<0.05) and 5 days (p<0.01). Blood lactate levels after all training sessions were significantly increased in all days. Morphological analysis showed no alterations or inflammatory signs compared to controls. The expression of MHC β was analyzed by real time RT-PCR showing that it was significantly increased only after 5 days of training (p<0.01). After 4 days, a tendency to increase was observed but it was not significant. Zymography analysis of muscle extracts indicated a single 66kDa activity band that was significantly increased after 3 (p<0.05), 4 and 5 days (p<0.001) and this activity was enhanced in proportion to the duration of training. In conclusion, the heart of small rodents may be biochemical and functionally early conditioned after an acute program of swimming with an anaerobic component.

    This study analyses the changes decurrents with the implementation of strategic planning in the Municipal Administration of Franca, in two consecutive terms (1997- 2002). In that perspective, three categories of analysis that are inter-related are examined (FREY, 2000). The first of them pertains to the decision-making process of the administration, the second one is about administrative structure and, lastly, the material content analysis of the participatory budgeting (PB) demands. The sources of consultation used to get the information are documents, decrees and meeting minutes, project lists of PB (executed, in progress and not executed), statements with managers and technicians of administration and with counselors of PB, that participated in two terms, and the participant observation (research author as the observer and participating actor). The results gotten refer to: (1) changes in the decision-making process of municipal administration, (2) changes in the administrative structure, (3) number of projects implemented and not implemented before and after the implementation of the strategic planning, (4) changes in the administrative conducts of managers and technicians from various areas in elaborating and in monitoring projects demanded in PB, (5) perception of counselors of PB in relation to the participation and accomplishment of PB demands and (6) in physical and territorial localization of PB demands in Franca city. The results achieved indicate that the use of concepts and a few instruments of strategic planning in municipal administration permitted advances in attending the PB demands, in view of democratization of planning and municipal public administration.

    Magnetorresistência túnel ressonante e acoplamento magnético em heteroestruturas epitaxiais

    In the context of spin electronics, this doctorate thesis presents an experimental study of spin polarized transport in epitaxial heterostructures as planar magnetic tunnel junctions formed by semiconductors and metallic ferromagnets. It was demonstrated that the epitaxial Fe/ZnSe/Fe structures fabricated by molecular beam epitaxy have the microscopic and macroscopic properties necessary for application in magnetic tunnel junctions. The experimental observation of antiferromagnetic coupling in these structures indicates strongly that samples are free of pinholes for barrier thickness down to 25 Å. Spin polarized transport studies using microjunctions demonstrated that the conductance mechanism is the resonant tunneling via defect states in the barrier, reinforcing the idea anticipated theoreticaly that the transport depends on the magnetic tunnel junction structure as a whole. This result is general since defect states near the Fermi energy are expected for semiconductor and insulanting barriers, pointing out the importance of their roles in the understanding of the spin polarized tunneling phenomena. The study of growth properties associated with magnetic properties made possible the use of MnAs films as current polarizer electrode in magnetic tunnel junctions. Experiments exploiting magnetic phase transition were also realized for these MnAs films. Our first results of spin polarized transport in a Fe/ZnSe/MnAs presented a tunnel magnetoresistance variation of 10 %, indicating that MnAs can transmit spin polarized electrons across a ZnSe barrier.

    Assentamento de reforma agrária na região do Pontal do Paranapanema e seus impactos econômicos e sociais

    The purpose of this thesis is to analyze the agrarian reform in the land settlements in the region of Pontal do Paranapanema and its economic and social impact. The field research was elaborated through the comparison of four towns where there are land settlements reforms and four towns with similar dimensions and characteristics, where there any kind of land settlement. The chosen towns with land settlements were: Mirante do Paranapanema, Euclides da Cunha Paulista, Teodoro Sampaio and Rosana. The towns without land settlements whose data were used for comparison are: Santo Anastácio, Álvares Machado, Pirapozinho and Regente Feijó, all belonging to Presidente Prudente government. As stated hypothesis, there are, firstly, that the formation of agrarian land settlements causes positive economic impact in the towns or regions where they are located, while the internal profits are used inside the domestic trade and consequently, the taxes collection in the borough is enlarged. Secondly, the economic changes inside these land settlements also generate social impact around it, with improvement in the municipal substructure, derived from the new demands over public services as well as from the power originated under the land settlers vindication. The results direct to the settles better life quality concerning to the housing features, access to water and electrical energy, machinery acquisition, agricultural implement and electronics as well the raise of some taxes and the increase on the number of all kinds of trade. However, the low production diversity associated to the low production for the self consumption tend to be a negative factor for the regional land settlers. It s necessary to form a strong social structure between the settlers that can aim its power as a formed group, its technical qualification, (Cocamp) Cooperative empowerment and efficient agri industry operation besides the landed regulation of Pontal do Paranapanema region.

    Ensino de rítmica musical: analisando uma prática pedagógica bem sucedida.

    From different regards, the present study has the foremost aim of understanding the trajectory and pedagogical practice of a musical rhythm teacher, José Eduardo Gramani, so that the knowledge produced during the course of the research might serve as a fundamental element for the formation of new musical educators. Understanding his professional trajectory, his specific formation, his beliefs, values and opinions (about school, student, work methodology, the musical "teaching/learning" process), it was sought to set, within and through the related complex of factors and in their intrinsical relationships, what researchers in the field of education have called "teacher s thought" (an interpretation for the course of acquaintance with specific contents towards the pedagogic knowledge as on "a double side-way"), that, in the specific case of this piece of work, it refers to that musical educator. The data have been collected by means of semi-structured interviews, with open schedule. Such interview route, or schedule, was structured through basis upon authors who have studied histories of teachers life, and others who have studied professional trajectories of "good" teachers. Among the interviewees, some were relatives of the above-mentioned teacher, students, co-workers teachers. As collaborators in a collective game, those participants represent all those who, at any rate, have collaborated, so as to Gramani be able to idealize and create his teaching methodology. Paralleled with the above-mentioned procedures, it was made a documental analysis of books that mention facts of this musician s personal history, as well as the available didactic materials produced during his professional teaching trajectory (from the apostils of the beginning of his career till the books later published), specially the reflecting texts on the specific area of musical rhythm teaching, that fit in those materials. The data collected in the interviews and in the documents were analyzed, so as to stand out this teacher s trajectory of personal life and pedagogic actuation, as well as to configure his profile, from the perspective of the interviewees, participants of this research. The analysis main points are sectioned into four themes, all of them obviously referring to the educator aimed at this search; the first theme describes his historical professional and personal trajectory, divided into phases; the second expatiates unpon his beliefs and values related to teaching and human acquaintance; the third analyzes his professorial practice, as well as the development of his knowledge bases that involve such activity ; and the fourth specifies the individual and professional characteristics that compose the teacher s profile, according to the interviewees standpoints. The results give evidence that the educator s performance, accomplished under the criteria based on his beliefs and values, and on his relashionship with the students, have been successful. Other aspects of that practice define peculiar standards of teaching, profitable to composing the cast of knowledges in the studies of those who prepare to exercise the teaching of music, or even of other cognizance áreas.

    O processo de inclusão: a formação do professor e sua expectativa quanto ao desempenho acadêmico do aluno surdo

    The inclusive education is a practice of inclusion of all the pupils, independently of their handicapping conditions, in common classroom, in a way that learning of the academic content is important for them. Considering that the inclusion is a reality, and that the conditions for its efetivation still present gaps, its is important to develop procedures that make possible to evaluate and to describe the current process and to consider aid mechanisms for the implementation. Amongst the multiple aspects that can be considered it is the expectation of the teacher of regular education the academics outcomes of the deaf pupils included in regular classrom and the preparation of these teachers to take care of to these pupils. In this perspective this research had the following objectives: a) the analysis of the expectation of the teacher from regular education about the academic performance of the deaf and non deaf pupils included, in elementary education, by means of a questionnaire; b) analysis and comparison of the expectations that the teacher presents about the deaf pupils from the questionnaires and other instruments that had been used (notes of the academic performance and scores of the academic production). It also was verified to which extent the expectations of the teachers were in accordance with the reality of its pupils; and c) analysis of the opinion of the teachers about their preparation to take care of deaf pupils. The instruments used in the study were two questionnaires, being one with questions about teacher s qualification to work with deaf pupils, and the other was a direct questionnaire to know the expectation of the teacher about the academic aspects of the pupils. Beyond these, the academic transcript grades of the pupils had been used also for Portuguese and Mathematics, as well as the analysis of the academic production. 16 teachers had participated in the study who were working with deaf pupils who were included in public education (state and municipal) in particular of the city of Sao Jose of the Campos/S.P. Thirty two students were evaluated, being 16 deaf and 16 non-deaf. From the analysis of the data it was verified that the teachers are unprepared to teach the deaf pupils, since they are unaware of the diferent aspects that involve the deafness. It was observed that the deaf students had presented an inferior academic performance incomparision to the non deaf students. The same was evidenced by means of academic scores and analysis of the academic production. Through these results, it can be evidenced that the expectations of the teachers are in accordance with the reality presented by the pupils. However, it can be questioned if teacher s expectations can be related to student s inferior performance compared to non deaf students.

    The Brazilian coast extends over nearly 8,000km. Along the coastline, several marine ecosystems can be found and determine a rich ichthyofauna, regarding both diversity and number of species. The reef sites are characterized as the main reason for such abundance. As a paradox, genetic studies aiming to characterize the several species and populations from this environment are nearly absent in Brazil. Based on these statements, the major goals of the present work were to analyze the population structure and the relationship among marine fish species from a Perciform family, common at coral reefs and important for aquarium trade Pomacanthidae. The selected species were Centropyge aurantonotus, Holacanthus ciliaris, H. tricolor, Pomacanthus arcuatus and P. paru, distributed over nearly all the Brazilian shore, besides another species from the family Chaetodontidae, closely related to that focused in this work - Chaetodon striatus. For that, molecular markers obtained from analyses of genomic DNA by RAPD and microsatellites were adopted. The results based on RAPD profiles, from a set of primers, indicate that species from both families show a high genetic variability, with inter-specific and inter-populational differences. Specific marks were found in all species, useful for the establishment of phylogenetic relationships and taxonomical discrimination. The dendrogram generated allowed to distinguish each species, revealing that those from a same genus are more closely related. Albeit the values of gene flow and genetic identity were relatively high after inter-populational comparisons, indications of structuring along the Brazilian Province were detected, particularly if we consider φs t values. The most conspicuous species along the coast, composing widely distributed populations, tended to exhibit greater genetic similarities among samples. Animals from oceanic isolates were not quite differentiated from inshore populations, but showed decreased variability. The isolation and characterization of microsatellites in the species P. paru and H. ciliaris, according to PIMA (PCR isolation of microsatellite arrays) methodology, allowed us to select several microsatellite loci, useful for populational approaches. Primers flanking such regions were designed and it was verified that one locus, called Pp02 was polymorphic and it is present in Pomacanthus and Holacanthus representatives. The populational analyses of the locus Pp02 in P. paru revealed significant values of Fst and genetic differentiation, in agreement with population structure hypothesis. These data, described for the first time, are useful for the conservation management of such exploited animals and for the inferences of dispersal and populational composition of reef species from the Brazilian Province.

    This work has the objective to analyze and to discuss the organizational transformations in the supply chain of a worldwide competitive manufacturing company operating with MRP II Class A, JIT and TQM management systems, caused by the strategic outsourcing implementation for tree thousands, two hundreds and third eight components involving ten key suppliers. The work analyzes the SCM concepts required to the global competitiveness, the buyer / supplier partnership relationships, the transformations in the purchasing organizations within the MRP II, JIT and TQM environment and some work frames for strategic outsourcing. It analyzes the main phases of one strategic outsourcing case study: the outsourcing decision criteria based on the definition of the core competences of the leader company, the group technology concepts used to link the outsourced items with the supplier s core competences, the supplier selection process, the partnership contracts, the quotation and negotiation process performed by common group of items; the project management process used to control the high amount of outsourcing activities and the supplier s learning curves control. Four years had already gone since this strategic outsourcing process was implemented and all the suppliers involved had their performances complied with the annual targets established by the Supplier Chain leader company. So, the conclusion is that the process implementation of this strategic outsourcing was correct.

    Filmes de diamante não-dopados e dopados: um estudo sistemático usando espectroscopia Raman

    Diamond films grown by both hot filament (HFCVD) and microwave-plasma (MW-CVD) assisted chemical vapor deposition were investigated. Raman spectroscopy, scan- ning electron microscopy and X-ray di¤raction were employed in order to perform systematic studies about the crystalline quality and the phase purity of the films, as a function of the deposition temperature. It was found that both techniques produced diamond films of similarly good purity; however, the MWCVD produced films of higher crystalline quality. Changes in the shape of the Raman line were found to be due to both phonon confinement and residual stress. Photoluminescence (PL) measurements were employed in a detailed study of the origin of defects in the diamond films grown by MWCVD and HFCVD. The results showed evidence of optical centers induced by different impurities. The defects were captured by silicon and tungsten atoms incorporated, respectively, in the diamond lattice of films grown by MWCVD and HFCVD. Boron-doped diamond films were also studied using Raman and transport measurements. Boron incorporation induces disorder in the diamond structure, causes the appearance of a band observed at ~ 1220 cm-1, and provokes an effect in the Raman line of diamond that could be attributed to the Fano type interference. Resistivity as a function of the boron concentration - in association with the Raman spectra - and temperature dependent transport measurements were employed. The results showed that the variable range hopping mechanism (VRH) dominates the transport in these doped diamond films.

    Co-operatives are been presented as an insertion alternative in trade work for disabled people, with different meaning from the most traditional proposals of leadings for formal jobs under Brazilian CLT (Consolidate Work Laws), in individual functions, in industrial activities, as the earlier proposal of professional rehabilitation models. On the other hand, the work co-operatives besides possibilities of work generation and profits are showed as a participative management and self-management in which there are social and economics goals. Nowadays, the work co-operative, specially the cooperative so named "popular" are been discussed and developed inside Solidary Economy, movement that search from solidary enterprises for an alternative to capital model of production. The popular co-operative involve socially excluded people, without economic sources and sometimes without both technical and professional knowledge which they might be able to develop economic activities like disabled people. With the main objective to know and evaluate the possibility of work cooperatives being able to include disabled people in work as well as to know the challenges and the outlooks, the present research proposed to develop case studies involving three kinds of enterprises. A lot of proposals and management were showed by analysed experiences, by showing the necessity of co-operative formation, challenges presented as a financial resources and technical capacitation, challenges in own participative management (hierarchy, involvement of co-operative workers in aggregative projects and challenges of owner management of choose economic activity (legalization, sources, diffusion, distribution of goods and trading). At last, the conclusion that co-operative management model could possible an alternative work/job generation and amounts to disabled people as well as, their participation and social inclusion. However, their building up there is no easy way and there are no handy formulas. There are a lot of challenges in collective and democratic management and by developing of own enterprise which confrontation involve not only technical meaning but both management and cultural capacitation.

    In today s urban cities we can observe the existence of various activities interacting, dividing or struggling for the same space. The co-existence of commercial, institutional, residential or leisure activities requires the presence of urban regulations which can guarantee the quality of urban space. Many times, urban laws do exist, but are not respected. Several times they are infringed, and with the frequent existence of amnesty laws, what was once illegitimate becomes legal. The existence of urban laws and regulations is not a guarantee of quality urban space. City council -- who should be responsible for enforcing and creating urban laws, business men, contractors, technicians and general population are all responsible for not abiding to the rules. For various different reasons, each sector tries to defend what is of their own interest, caring vary little for the greater good of the community. Public inspection in the private construction sector ends up being the most responsible for urban regulation breach, but the responsibility is of the entire community.

    The blends preparation and composites have been one of the techniques more used to make possible properties and to increase the time of useful life of polymers. PET is a polymeric semicrystalline that has a Tg in 75°C and Tm in 245°C. The low value of Tg of PET and its easiness in crystallizing a lot of times points negative not desired can be considered in a certain project. PEI is a polymeric one amorphous with a value of Tg quite loud 215°C. In the mixture of PET (virgin or recycled) with PEI a displacement was verified in Tg of PET, as well as the one of PEI suggesting polymeric miscibility of the two in the melted state and confirmed later on by the negative value of the parameter of certain Flory to thermal treatments. Since the fusion entalpia is proportional to the crystalline fraction, its correlation with the conformer Reason Trans, RT, was found linear and independent of the content of PEI, turning possible to the determination of the degree of cristalinidade of independent PET of which it goes the composition of to blend PET/PEI. From the results of mechanical resistance of the samples submitted to the aging under radiation UV, it was verified that, independent of the type of PET employee, of the time of radiation of the condition dry or after immersion in water, for stabilized blends or not, so much the specific deformation in the rupture, elastic module, the deformation, and calculated elastic energy, they show a continuous tendency of growth with increase of the content of PEI in the mixture. The effective protection of PEI was verified on PET starting from 25% in PEI of up to 200h of exhibition under UV for the dry samples and up to 100h for samples after immersion in water. After thermal cycle it was verified that, depending on the temperature of the test the composition becomes an important factor. The thermal treatment above 90°C in the presence of the blends with larger concentration than 25% in PEI eliminate the tensions frozen during the processing, in other words, physical aging without there is the crystallization of PET, consequently, a significant improvement was observed in the mechanical answer in terms of elastic energy until tenth cycle. The thermal cycle at 120°C and 140°C is committed for the physical aging of PET and crystallization after the first cycle. The results obtained for the blend with content of 25% in PEI, in fact, when compared to the samples of pure PET they evidence the significant gain in the value of the elastic energy, these results suggest the potentiality for a possible application of this blend in the production of pieces whose interest is to guarantee a good resistance to the impact.
