    This study analyses the changes decurrents with the implementation of strategic planning in the Municipal Administration of Franca, in two consecutive terms (1997- 2002). In that perspective, three categories of analysis that are inter-related are examined (FREY, 2000). The first of them pertains to the decision-making process of the administration, the second one is about administrative structure and, lastly, the material content analysis of the participatory budgeting (PB) demands. The sources of consultation used to get the information are documents, decrees and meeting minutes, project lists of PB (executed, in progress and not executed), statements with managers and technicians of administration and with counselors of PB, that participated in two terms, and the participant observation (research author as the observer and participating actor). The results gotten refer to: (1) changes in the decision-making process of municipal administration, (2) changes in the administrative structure, (3) number of projects implemented and not implemented before and after the implementation of the strategic planning, (4) changes in the administrative conducts of managers and technicians from various areas in elaborating and in monitoring projects demanded in PB, (5) perception of counselors of PB in relation to the participation and accomplishment of PB demands and (6) in physical and territorial localization of PB demands in Franca city. The results achieved indicate that the use of concepts and a few instruments of strategic planning in municipal administration permitted advances in attending the PB demands, in view of democratization of planning and municipal public administration.

    The extracellular matrix (ECM) components are continuously synthesized and degraded at distinct rates in a process called remodeling involving the expression of matrix metallopeptidases (MMPs) and their inhibitors (TIMPs) in physiological (growth, exercise) or pathological (high blood pressure, myocardial infarction) conditions. The expression of myosin heavy chain (MHC) α and β in the myocardium also changes in response to physiological (exercise) and pathological (energy deprivation, hypothyroidism, diabetes mellitus, hypertension) stimulus. The aim of this work was to study the influence of acute swimming training in Wistar male rats (160-180g) for 6hr/day, in 3 sessions of 2 hr each for 1 to 5 consecutive days, on the MMPs and MHC β expression, compared to the sedentary control group. Blood lactate concentration and heart weight/body weight relation were also determined. Heart weight was increased in relation to body weight in the groups that trained for 4 (p<0.05) and 5 days (p<0.01). Blood lactate levels after all training sessions were significantly increased in all days. Morphological analysis showed no alterations or inflammatory signs compared to controls. The expression of MHC β was analyzed by real time RT-PCR showing that it was significantly increased only after 5 days of training (p<0.01). After 4 days, a tendency to increase was observed but it was not significant. Zymography analysis of muscle extracts indicated a single 66kDa activity band that was significantly increased after 3 (p<0.05), 4 and 5 days (p<0.001) and this activity was enhanced in proportion to the duration of training. In conclusion, the heart of small rodents may be biochemical and functionally early conditioned after an acute program of swimming with an anaerobic component.

    In the context of spin electronics, this doctorate thesis presents an experimental study of spin polarized transport in epitaxial heterostructures as planar magnetic tunnel junctions formed by semiconductors and metallic ferromagnets. It was demonstrated that the epitaxial Fe/ZnSe/Fe structures fabricated by molecular beam epitaxy have the microscopic and macroscopic properties necessary for application in magnetic tunnel junctions. The experimental observation of antiferromagnetic coupling in these structures indicates strongly that samples are free of pinholes for barrier thickness down to 25 Å. Spin polarized transport studies using microjunctions demonstrated that the conductance mechanism is the resonant tunneling via defect states in the barrier, reinforcing the idea anticipated theoreticaly that the transport depends on the magnetic tunnel junction structure as a whole. This result is general since defect states near the Fermi energy are expected for semiconductor and insulanting barriers, pointing out the importance of their roles in the understanding of the spin polarized tunneling phenomena. The study of growth properties associated with magnetic properties made possible the use of MnAs films as current polarizer electrode in magnetic tunnel junctions. Experiments exploiting magnetic phase transition were also realized for these MnAs films. Our first results of spin polarized transport in a Fe/ZnSe/MnAs presented a tunnel magnetoresistance variation of 10 %, indicating that MnAs can transmit spin polarized electrons across a ZnSe barrier.
