The Elderly Councils are part of a protection network, once they are participative instances in the defense of their rights. In this sense, two important legal lines are highlighted, the National Policies for the Elderly, which institutionalized them, and the Statute of the Elderly, which ratify them. In this way, it is presented the subject of the social participation which refers to sharing the power of decision regarding public subjects in these participative spaces (TATAGIBA 2002, GOHN 2002,2011a), after and before the 1988 Federal Constitution. The objectives of this research are to comprehend the structures and the operation of these Councils, to present the areas in which the demands of the elderly population were evidenced on three Conferences of the Elderly People Rights, and to analyze an Elderly Council located in a city in the State of São Paulo. The research is part of the qualitative methodological framework characterized as a case study (Godoy, 2006). The results demonstrated that it was possible to understand the singularity and particularity that were present in this Council, and from this understanding, a booklet was developed in order to extend the knowledge to other Councils that identify themselves with this problematic. However, when considered moments, phenomenon of dynamic movement is present, control systems with linear characteristics are insufficient. With these problems, its necessary adoption of control systems able to adapt to these parameter variations. The object of study in this research is a AGV follow line with differential traction, using adaptive fuzzy control systems, whose aim to reduce errors in trajectory tracking, looking for results of accuracy and precision of the vehicle in the follow of trajectory. The adaptive fuzzy control technique applied to the phenomenon of vehicle movement, mapping it intuitively through linguistic variables. As a method of comparison, is applied classic control technique PID, and used to validation adaptive fuzzy control technique with comparison of results on test scenarios, with different roads proposed to vehicle associated with weight variation. It was possible to verify that the control results when applied to control orientation of AGV, vehicle achieves stability and keeps its errors close to the reference systems value, however in the PID control system the orientation errors are visible during the trajectory tracking and through graphical perspective analysis, showing that the PID control system is not adaptable to weight and track variations. Another point of feasibility of applying the adaptive fuzzy control system, within the application is the tuning of its parameters, which once adjusted were sensitive to the variation of load and trajectories managing to maintain rates of errors up to 80% smaller them to the PID control, validating the research and demonstrating the applicability of adaptive fuzzy control systems within the problem domain.listelement.badge.dso-typeItem, Política Nacional de Resíduos Sólidos: histórico, cenário da gestão e os acordos setoriais no estado de São Paulo(Universidade Federal de São Carlos, 2017-08-17) Fagliari, Raphael Augusto; Pugliesi, Érica; https://lattes.cnpq.br/6736386099280623; https://lattes.cnpq.br/6878615491357783The National Policy of Solid Waste (NPSW), instituted by the federal law nº 12.305/2010, establishes the guiding principles, legal instruments and objectives to order the actions and practices of waste management in Brazil. Among the proposed principles and instruments, the shared responsibility for the products life cycle and the reverse logistic are inducers of a new management model and a great challenge as well. To assist in its operationalization, the NPSW institutes the Sectoral Agreements (SA) and, in São Paulo State, the SA were established by the Commitment Terms of Reverse Logistics (CTRL). Seeking to bring this scenario to light, the current research proposes to present and analyze the implementation of CTRL in São Paulo State. For this, it is presented the historical of the 12.305/2010 law approval process and the waste management scenario post-NPSW. The data and information collection occurred through bibliographic and documentary review, and the CTRL case study was developed with an application of questionnaires and interviews. The State of São Paulo presents 10 signed CTRL, with 08 sectors participating in this research. Inconsistencies were identified regarding the definition of targets and the results obtained by the sectors, which adopted, in most, different metrics. The Secretariat for the Environment of São Paulo State played a fundamental role in stimulating and directing the terms, being the main responsible for establishing them juridically in a legal instrument, acting also in the definition of targets. The participation of different actors in the realization of shared responsibility is still deficient, with a greater accountability to manufacturers. The involvement of cooperatives and public authorities is not a reality yet, which have importance and role beyond the perception of CRTL subscribers. Most of the sectors use support tools (software and GIS) and affirm to have reached the established targets, having as the main difficulty the low interest and participation of the others chain members. Food and nutritional security has emerged as a matter of great importance and interest, as it is the means that seeks to guarantee the right to food for people and individuals, with an emphasis on the most vulnerable groups. To improve the efficiency of Food and Nutrition Security, it is necessary to create opportunities for follow-up, monitoring and evaluation of public policies that allow to guarantee impacts at their levels. This is not possible without the participation of government agencies, civil society, private sector and international cooperation in the whole process from conception to evaluation. . The PAA is a component program of a set of public policies related to the fight against hunger and poverty. Its objective is to enable improvements in the socioeconomic indicators of farmers' families, thus helping to improve their quality of life. It is concluded that there is still much to improve the PAA program at the Elizabeth Teixeira camp. Networking puts Basic Health Attention with in strategic position as ordering, care. Assuming a definitive role in what relates to maintenance of the life of patients. The role of the nurse in this network, is cross because it permeates the whole route of this watch. The formation of nurses requires constant professional improvement, since this is a complex and integral action. Learning scenarios allow for greater contact with the reality of the environment in which they live, providing a horizon of paths to creativity and transformations. It is descriptive, exploratory study of qualitative approach, with the purpose of analyzing the formation of nurses in the Basic Health Attention. “in the light” of the public policy of attention to urgencies and emergencies in four graduate programs in nursing schools located in the State of São Paulo. Data analysis and discussion will occur under criteria of National curriculum guidelines were carried out through the realization of interviews semi-structured with coordinators of courses, teachers and those responsible for emergency and emergency education. As a result, we can identify that only two of the four universities have discipline specifies inurgent and emergency area, allowing for the planning and structuring of primary content to your professional practice. Universities that do not have the discipline of emergency and emergency condition theme approach to evaluation each faculty member about the importance of urgent and emergency education on graduation. Photodynamic therapy (PDT), a minimally invasive therapeutic modality, is a promising treatment strategy for malignant and non-malignant lesions. Ru (II) polypyridine complexes are interesting photosensitizers for PDT due to their unique spectroscopic and anticancer properties. This study reports the extension and implications of medium on the aggregation process of the [Ru(phen)2(pPDIp)]2+ complex (RupPDIp), where phen = 1,10-phenanthroline and pPDIp = perylene pendant group functionalized with one of the coordinated phenanthroline ligands) and its consequences on photochemical and photophysics properties. Excitation with visible light leads, initially, to emission of both chromophores inside the same molecule: 3*MLCT (Ru,dπ→phen,π*) and 1*ILCT (pPDIp,π→π*); however, the medium induces increased π-π intermolecular interactions that lead to generation of the pPDIp moiety in the radical anion forms pPDIp•- in DMSO, pPDIp•- and pPDIp2- in cellular culture medium RPMI, and 3*pPDIp in buffer solution (pH 7.4), and starch films. Thus, it is demonstrated that variation of solvent alone can be used to tune the energy of the excited state in a manner that leads to systematic variations in the photoreactivity and emissive properties of the complex. The complex also exhibited an interesting profile for biological activity with the activation of singlet oxygen (1O2) in buffer solution (pH 7.4) under irradiation by different light systems. The potential of the complex for application in photodynamic therapy to B16F10 murine melanoma cells in vitro was also evaluated. No cytotoxic effects were observed at concentrations of the complex of less than 10 μmolL-1 in the dark. However, the complex showed a significant photocytotoxic effect presenting IC50 values of 0.5 μmolL-1 when treated with 420 nm light at a dose of 0.58 J.cm-2 and 1.2 μmolL-1 when treated with 518 nm LED light at a dose of 0.11 J.cm-2. These results demonstrate that RupPDIp is a promising candidate for the application of photosensitization in photodynamic therapy. In order to facilitate the application and control of RupPDIp as an antitumor agent, the complex was immobilized on a cassava starch-based polymer film. Spectroscopic assays demonstrated that the complex adhered to the π-π aggregate form when immobilized on the film, maintaining its luminescent properties and activation of 1O2 with exposure to light. In vitro and in vivo biological assays did not show significant results in antitumor activity due to the 1O2 limited action radius, demonstrating that the film is not the most suitable drug delivery medium.
