Formalização das Instituições de Longa Permanência para Idosos de acordo com o Cadastro Nacional de Atividades Econômicas (CNAE)
Abstract
Introduction: The phenomenon of population aging is a fact and with the increase in the number of elderly people each year, the care offered is facing important transformations, both for the spaces and for the people who provide care. The quality and integral care provided are guaranteed by law, primarily by the National Policy for the Elderly and the Statute of the Elderly and emphasizes that the family, society and the State must offer to support and needs to theirs elderlies. The guarantee of quality service includes the inspection of those who offer, among them Long-Term Care Institutions for Elders (ILPI), which are inspected by the Public Ministry, Council of the Elderly, Health Supervision/ANVISA and others provided by law; identifying the formalization of the type of economic activity provided and target public, in relation to the activity offered in the day to day and for those who offer. Objective: characterize the ILPI of two interior cities (São Carlos and Araraquara) of the São Paulo state, from the registers collected of the Municipal Council of the Elderly and the Prosecution of Justice of the Elderly; besides comparing with the registers of the National Classification of Economic Activities (CNAE). Methodology: This is a qualitative and quantitative study, descriptive, retrospective character and foundations of thematic content analysis. This study was linked to the research group Law, City and Aging. There was a bibliographic deepening through descriptors related to the theme in databases of SCIELO, BVS and repository of theses and dissertations of UFSCar and University of São Paulo (USP). The collection occurred in the Gerontology Department of UFSCar in the research group database, between the first and second semesters of 2019. The general characteristics of the ILPI (nature, public attending, main and secondary activity) were identified and in the sequence the collection took place through the internet at the IBGE and according to the CNAE records, aiming to characterize the typology of each ILPI with emphasis in its activities. Results: Twenty-six ILPI were identified, 21 (80.8%) are private, 5 (19.2%) philanthropic, and the majority of the vacancies occupied (712) by women (483, 67.8%). The primary activities related to the registration of ILPI are among the majority (11, 42%) highlighting the social area of performance. However, other classifications are adopted characterizing a care services in the health area like the typification of Clinics and Geriatric Residences.
