| dc.description.abstract | The FPA, the most influential parliamentary group in the Brazilian National Congress, has been acting decisively to deregulate the use of pesticides in the country. Given this scenario, this research investigates a gap in the debate about the role of the Brazilian legislature in promoting Necropolitics, a concept derived from Foucault's studies on Biopower and further developed by Achille Mbembe. Necropolitics refers to the management of death, determining who has the right to live and who is excluded from society, becoming the target of neglect or marginalization. Using this theoretical approach, we analyze the FPA's actions in the legislative processes that resulted in recent changes in pesticide regulation. To this end, we examine federal legislative proposals on the subject between 2019 and 2024, considering the FPA's influence in occupying strategic positions on thematic committees and in guiding the parliamentary group, imposing categories of analysis to characterize necropolitical agents. The results point to the FPA's dominant position and its success in defending the interests of agribusiness, even when this implies negative impacts on the environment and the State's mission regarding the risks to the health and well-being of populations exposed to the use of pesticides, including consumers, farmers, and rural workers. | eng |
| dc.description.resumo | A FPA, grupo parlamentar mais influente do Congresso Nacional brasileiro, tem atuado de forma incisiva para desregulamentar o uso de agrotóxicos no país. Diante desse cenário, esta pesquisa investiga uma lacuna no debate sobre o papel do Legislativo brasileiro na promoção da Necropolítica, conceito derivado dos estudos de Foucault sobre Biopoder e aprofundado por Achille Mbembe. A Necropolítica refere-se à gestão da morte, determinando quem tem o direito de viver e quem é excluído da sociedade, tornando-se alvo de negligência ou marginalização. Com essa abordagem teórica, analisamos a atuação da FPA nos processos legislativos que resultaram em mudanças recentes na regulamentação dos agrotóxicos. Para isso, examinamos as proposições legislativas federais sobre o tema entre 2019 e 2024, considerando a influência da FPA na ocupação de cargos estratégicos em comissões temáticas e na orientação da bancada, adotando categorias de análise de caracterização de agentes necropolíticos. Os resultados apontam a posição dominante da FPA e seu sucesso na defesa dos interesses das grandes corporações do agronegócio e dos grandes proprietários de terra, mesmo quando isso implica impactos negativos ao meio ambiente e omissão do Estado diante dos riscos à saúde e ao bem-estar das populações expostas ao uso indiscriminado de agrotóxicos, incluindo consumidores, agricultores e trabalhadores rurais. | por |
