Abstract

This study analyzes the process of institutionalizing the Federal University of São Carlos’s (UFSCar) website for current regulatory acts, created in compliance with Federal Decree No. 10,139/2019, which provides for the review and consolidation of regulatory acts of a lower rank than decrees within the federal public administration. The study begins by asking whether the website has been integrated into the University’s administrative and informational routines that is, whether there is evidence of its institutionalization beyond mere formal compliance with the regulatory requirement that led to its creation. Institutional Theory is adopted as the theoretical framework, with an emphasis on the isomorphic mechanisms proposed by DiMaggio and Powell (2005), the approach to institutional microfoundations by Powell and Rerup (2017), and the model of stages of institutionalization by Tolbert and Zucker (1996). Methodologically, this study combines, through a strategy of concurrent triangulation, a quantitative approach based on access data extracted from Google Analytics between June 2023 and December 2025 and a qualitative approach, grounded in the perceptions of members of the Permanent Commission for the Review of Regulatory Acts (CoPRAN) and the Working Group responsible for institutional regulatory management, collected via a questionnaire. The results indicate that the page is undergoing an ongoing institutionalization process that has not yet been fully established, characterized by consolidated recognition of its purpose and legitimacy, by heterogeneous levels of integration into work routines across different units and stakeholder profiles, and by the relevance of the training and outreach initiatives promoted by CoPRAN as a mechanism for disseminating the practice. It is concluded that the transition from an external regulatory requirement to an institutionalized practice depends not only on the formal existence of the tool, but also on concrete conditions of use, reliability, ongoing training, and adaptation to the specific realities of each university unit and its stakeholders.
