    O descentramento e a desracialização do nacional: estado, relações étnico-raciais e ações afirmativas no Brasil

    In this text we examined the actions of the Brazilian government, in its different dimensions, compared to the social demands and academic debates on the ethnic-racial relations. Our thesis is that race and affirmative action with racial criteria categories intend to demarcate the nation and an important frontier in Brazilian scholarship on ethnic-racial relations, unraveling the processes of racialization present in the country's history. They intend to destabilize the nation, disarticulate and implode some of the pillars of the national discourse constructed throughout the twentieth century, namely: the Brazilian people - condensed in the discourse of mixed nationality; the myth of harmonious coexistence among ethnic and racial groups; and the notion that Brazilian racism would be harmless or residual. The central objective that guided this study was to understand the conceptual and ideological ruptures and transformations within the national-state in the course of antiracist struggles and achievements of rights. More specifically, we had the following objectives: to observe the concepts that guided the Brazilian intellectual production with regard to race relations in different historical moments; rescue the major elements present in the struggles of the Brazilian black movement in the highlighted period; understand which dialogues and which deadlocks present in the relationship between the state, the black movement and academia. In temporal terms rescued, first, some (social, political and theoretical) elements occurring in Brazil and elsewhere throughout the nineteenth and twentieth centuries and that assist us in understanding the current situation. Subsequently, we focus on the period stretching from the 1980s to the present day, when it opened a new scenario to think Brazilian racism due to reformatting of the Black Movement, the adoption of the Federal Constitution of 1988 and the emergence of affirmative action. The analysis is diachronic, since it prioritizes the processes, but also focuses attention on critical events, such as the Afonso Arinos Law; the Federal Constitution of 1988; the Durban Conference (2001); the National Curriculum Guidelines for the Education of Ethnic-Racial Relations and the Education of African-Brazilian and African History and Culture; decisions of the Supreme Court with respect to coordinates (2012), among others.

    Fossil Fuels have been used for more than a century as energy sources and vectors. Albeit their high energy densities and easy transport and containment, their availability is limited and they are notorious local pollution and global warming drivers, delivering no sustainability. Hydrogen Fuel Cells are a promising alternative for its substitution. However, more technological development is necessary for the production, conversion and especially for the storage of Hydrogen. Several materials absorb hydrogen, storing it through physical or chemical bonds. Innumerous research efforts have been conducted for the discovery of new such materials and for the enhancement of their hydrogen storage properties. The present work attempted to quantify these efforts through Scientometrics, revealing their time evolution, main material classes and work strategies of countries and institutions. Scientific Publications in the field were collected and processed by Text Mining associated with Bibliometrics. Technological Indicators were elaborated and analyzed with Technological Forecasting and Competitive Intelligence tools. We mapped the time evolution of the publications in the field, in the Materials Classes and in the main countries, the concentration of efforts per Country, and the main Institutions per Materials Class. From 2010 we observed a reduction in the number of Publications, related to the frustration of the exaggerated expectancies generated in the previous decade s Hydrogen Hype, associated with the transfer of efforts to Battery based Electrical and Hybrid Vehicles. Among the Materials classes, Metal Organic Frameworks stood out for their highest number of publications and growth, although its research only recently gained momentum. The main Countries were split into those that showed a recent growth in the number of publications and those that stagnated after 2010. From the general analysis of the field and the strategies of the main countries and research institutions, we expect to support decision making in the field, concerning amongst others: the allocation of human and monetary resources, effort directing, partnership formation and benchmarking.

    Os sentidos de povo nos pronunciamentos presidenciais de posse: de 1985 a 2011

    We aim with this dissertation, conduct an analysis of discursive pronouncements tenure of the presidents of the Republic, in order to ascertain the effects of meaning of the word "people" produced in these speeches, along with the images of themselves that every president conveys, in building "us "political as well as the image of the auditorium of these pronouncements. For this, we take as our research corpus pronouncements tenure of presidents Tancredo Neves (1985), José Sarney (1985), Fernando Collor de Melo (1990), Franco (1992), Fernando Henrique Cardoso (1994, 1999), Luiz Inácio Lula da Silva (2003, 2007) and Dilma Rousseff (2011). For this, we take as our research corpus pronouncements tenure of presidents Tancredo Neves (1985), José Sarney (1985), Fernando Collor de Melo (1990), Franco (1992), Fernando Henrique Cardoso (1994, 1999), Luiz Inácio Lula da Silva (2003, 2007) and Dilma Rousseff (2011). We promote a brief characterization of the political discourse, we make a theoretical route, introducing some important caveats to our analysis of its operation. Thus, we try to show how it gives the relationship of what is meant by politics and what became known as political discourse. A third point to be addressed is the formation of identities and the legitimacy and political discourse in an attempt to better understand the subject that gives the president the power to say. Then, by considering the pronouncement presidential inauguration ritual that requires a specific discourse genre, we briefly discuss about some considerations about the discourse genre, topic that is discussed further in the discussion of specific genres and ritual part, we make a parallel between the ritual inauguration and gender pronouncement of possession. To help us meet our analyzes, we present a discussion of the notion of Production Conditions of discourse in order to show how this concept becomes productive for understanding the production of meanings in the discourse. Having analyzed the senses of people present in the above pronouncements of possession, promote, in the third chapter, an analysis of how the image is constructed in these presidential speeches, with reference to the meanings produced for "people" in the previous chapter, ie, how the subjects presidents create an image of themselves in relation to the senses of the people present in his speech. At the conclusion of this work, one can see that the sense of "people" acquires a watery consistency, slipping widely not only from a speech to another, as even within a single discourse, producing effects of various senses, which corroborates the assertion that these senses, this division does not watertight, but acquires new and constantly different contours.
