The objective of the study was evaluate the effect of leadership on the organizational culture of thirteen agencies of the Instituto Nacional do Seguro Social (INSS) of the Araraquara administrative region, located in the interior of the State of São Paulo. The work was carried out through a survey, namely, a data collection for the accomplishment of a correlational study. For this purpose, two models of survey questionnaires for quantitative analysis were used: the Multifactor Leadership Questionnaire, developed by Bass and Avolio (1990), and the Competing Values Framework, produced by Cameron and Quinn (2006). The assertions of the questionnaires were adapted to the 5-point Likert scale. The questionnaires were applied to the organizational individuals of the agencies under study, obtaining a valid sample of 166 respondents, being 13 managers and 153 employees of the agencies teams surveyed. For the treatment of the data collected in the survey, descriptive and exploratory analyzes were carried out, using the partial least squares approach of the structural equation modeling method (HAIR; RINGLE; SARSTEDT, 2011). It was possible to validate the relationships identified between the leadership and organizational culture constructs in the INSS agencies of the Araraquara administrative region. The results demonstrate the predominance of the transformational leadership style (BURNS, 1978; BASS; AVOLIO, 1993) and the type of clan culture (CAMERON; QUINN, 2006), as well as the correlation between these two constructs as the one that most stood out among the several correlations present between leadership and organizational culture in the INSS agencies surveyed. For instance, a naive way of determining what proportion of positive reviews about given product in the Facebook with no labeled reviews is to (i) train a classifier based on Google Shopping reviews to predict whether a user likes a product given its review, and then (ii) apply this classifier to Facebook posts about that product. Unfortunately, it is well known that such a two-step approach, named Classify and Count, fails because of data set shift, and thus several improvements have been recently proposed under an assumption named prior shift. However, these methods only explore the relationship between the covariates and the response via classifiers and none of them take advantage of the fact that one often has access to a few labeled samples in the target set. Moreover, the literature lacks in approaches that can handle a target population that varies with another covariate; for instance: How to accurately estimate how the proportion of new posts or new webpages in favor of a political candidate varies in time? We propose novel methods that fill these important gaps and compare them using both real and artificial datasets. This research aimed to study, from the perspective of the participatory mapping, in three failed attempts of the Vale do Ribeira EEZ to formalize this legal instrument (1st period: from 1980 to 1998; 2nd period: from 1999 to 2005; 3rd period: from 2010 to 2014). The methodology was based on case study and content analysis, from four data sources: Geographic Database (GDB), Minutes of Meetings, Processed Documents and Interviews. Only documents and interventions directly related to the map were analyzed, discarding the conceptual and theoretical character ones. In the three periods, it was noted the existence of social participation strategies. In the first two periods, there was a predominance of participatory mapping based on cartographic (on paper), while in the third period, there was also participatory mapping with GIS Desktop. The minutes of 122 meetings and registrations of 191 geographical interventions were analyzed, most of them from the third period. A low processing of documents was observed, with a majority (65%) sent by the coordinating body of the EEZ. Regarding the records in the BDG, of the 1,495 existing polygons, 65.2% presented some description or justification of the framework. The approach of key actors with geotechnical tools is also important to evaluate the process as a whole, and not just the results. The evaluation showed that all forms of registration (meeting minutes, GDB and documentation) complement each other in the understanding of the process dynamics. Minutes of meetings are fundamental to record the conceptual discussions and details of the arguments that led to the decision making by the group, but they also make it difficult to retrieve the discussions in future meetings and to do the direct correlation with the map. On the other hand, the direct insertion in the attribute table during the discussion, proves to be effective both for the agility of the registry and for the subsequent rescue of the discussion. This study sought to demonstrate that there has been progress in the development of participatory techniques, but also to highlight the needs to improve the debate about these works’ methodologies and criteria. The approach of the stakeholders with geotechnology is also be seen as a positive result, since it brings empowerment and greater knowledge about the work. The use of GDB as a complementary method for the registration of participatory processes deserves to be improved, with the development of new techniques that allow the storage of the history of modifications made on the map.
