    Esse artigo tem como objetivo analisar criticamente a Reforma Trabalhista –Lei nº 13.467, de novembro de 2017 –, apresentada pelo poder executivo e aprovada no governo de Michel Temer. Busca-se evidenciar que o arcabouço teórico e retórico que sustentou a narrativa da proposição e a discussão que levou à sua aprovação foi a do neoliberalismo. Segundo se anunciou, haveria no país a necessidadede ajustes econômicos, políticos e institucionais no sentido de flexibilizar e desregular o mercado de trabalho para reduzir o desemprego e a informalidade. Todavia, aanálise da realidade concreta e da literatura especializada sobre o tema mostraram que a Reforma, além de não cumprir com nenhuma dessas premissas, aprofundou a destruição das garantias e da segurança que os empregados tinham na modificada CLT.

    Considered one of the 25 global hotspots, the Atlantic Forest has been subjected to anthropic pressure from pressure, making its conservation and restoration indispensable. The present research aims to evaluate natural regeneration and dispersion syndrome in two areas of ecological restoration, located in the municipality of Borborema, state of São Paulo, one for conducting natural regeneration (A01) and the other with conventional seedling plant ( A02) Set up at random, six permanent plots of 4 x 25 meters in each of the areas, totaling 12 permanent plots of 100 m² each. All regenerated individuals with a height (H ≥ 50 cm) and a Diameter Height of the Chest (DBH <15 cm) were sampled. Native cover methods, life form, density, species richness and dispersion syndrome were used. The indexes of diversity, equability and similarity were calculated. In area A01, we sampled 643 isolates, a family with greater specific wealth was Asteraceae, a species and a more abundant life form in V. polyanthes (shrub). In area 02, sampled 369 isolates, a family with greater specific wealth was Asteraceae, a species and life form, respectively, most abundant were S. polyphylla (arboreal). The diversity indices were A01 (H '= 2.61) and A02 (H' = 2.26) and the equation A01 (J '= 0.68) and A02 (J' = 0.62). Similarity was 48% between areas and 8% (A01) and 9% (A02) when compared to tree species between areas. As areas where ecological restoration showed differences in the composition, ways of life and similarity of regenerated communities, however, they meet the legal requirements of the state of São Paulo.     With the general objective of establishing guidelines for cataloging and defining metadata applicable to tomb sculptures, the present dissertation starts from the question of how cataloging can contribute so that tomb sculptures are understood as sources of information. The interest in developing this research resides in the understanding that the cemeteries are consecrated as sources for studies in several areas, both due to the fact that they have outstanding personalities buried there, as well as for the artistic and cultural value and, however, they are little explored . The research hopes to reach, as an academic contribution, the interest in an unusual information resource, as well as to propose ways of structuring and organizing the works present in the cemeteries, enabling the informational dissemination of the tomb sculptures. The methodology used to achieve the proposed objective is descriptive and exploratory and is carried out through bibliographic and documentary research. The bibliographic survey was carried out through research on specific bases of Information Science as well as on the general basis of theses and dissertations. 54 records were selected, among articles and academic papers for content analysis. Of these works, 15 provided the basis for identifying the contextualized elements. As a way of achieving the objective, the concepts of metadata and metadata patterns are also presented. To this end, the universe created by Riley (2009-2010b) is presented. From this universe, 12 metadata patterns specified during the work and, of which, 3 were applied in the context of tomb sculptures as correlated with the aspects previously exposed. Comments are made as a result of the application of the metadata standards and the identified elements and, at the end of the dissertation, considerations are made regarding the fulfillment of the objectives, the contribution of the protocol and the need for future research.

    The 1990s were marked by significant changes in the national management of water resources, since the institution of a model of water governance. Such transformations occurred, in part, due to the agency of a professional group, with technical and highly specialized knowledge, organized through the Brazilian Water Resources Association (Associação Brasileira de Recursos Hídricos - ABRH). This research aims to study the agency of this association on Brazilian water resources management, by reconstructing its history. More precisely, the in-depth study of ABRH's participation in the formulation of the new Water Law can help to understand the dynamics between the processes of politicization of the water management and the scientificization of water policy. We work with the hypothesis that ABRH has a key role in both processes, both politicization and scientificization, through its strategies of insertion and participation in water governance. But throughout the research we also identified the existence of conjunctural factors that may have influenced decisively the result of the water management reform process. The research methods used were bibliographic and documentary research.

    My arguments have an ethnographic point of view on historical heritage, after a 3 years fieldwork carried out in Cáceres, a cultural city located in the interior of the state of Mato Grosso, Brazil. Fielwork is concentrated in the Historic Center and the focus is on understanding the current dynamics of the urban and institucional conflicts. The understanding is that conflicts are present in the daily life of the city, but, in the case of an area of cultural heritage, the declaration is a generating element of the conflict, because it is seen as an imposition of the State. Thus, our objective in the research was to analyze the dynamics of socio-territorial conflicts that tension the relationship between owners/tenants and the institutional agents that act on the heritage declaration in the Historic Center of the city, place of the senses and meanings of heritage. Therefore, we analytically reflect on the governance of heritage among the different federal entities, placing the issue of state opacity in the face of the complex connection and articulation between the Laws, Rules and Public Policies of heritage, including for the containment and management of conflicts. Our reflection went through a set of analytical categories that guided all steps of the research: historical heritage, inventory, declaration, preservation, intervention rules and preservation policies, and that took shape with the notion of the paradoxes of the state (i)legibility. Since our initial immersion in the empirical field, even in the first contacts that preceded the interviews, these paradoxes have proved to be central to understanding the conflicts surrounding the cacerense heritage. Given this context, we gathered, in this analysis, arguments around socio-territorial conflicts, according as they put us in relation to all the actors that we were interested in discussing, in order to understand the paradoxes of this mutual illegibility. The categories also included the survey and compilation of documentary data, of the most diverse, used in the thesis, in addition to being read from the narratives of the owners and renters, of the institutional agents. The difficulty of common language between different federative entities and their administrative bodies, and of them with the owners and renters, produced innumerable conflicts, which allowed us to identify the arguments of each one in the face of conflicts and, not less important, to move through the theoretical field that they illuminated us. The paradoxes of (i)legibility proved, for our analysis, to be bilateral. On the one hand, government entities (at the municipal, state and federal levels) have demonstrated numerous difficulties in articulating and reading the daily life of the Cáceres center. On the other hand, owners and renters had difficulties to read the interest conflicts behind the history heritage declaration and, above all, to understand the bureaucratic game underlying these interests. The plots between these paradoxes are seen throughout the thesis and, given the scene it presents, it highlights the initial point of the conflicts in the historic center in Cáceres, emphasizing the state practices that have been the guiding thread of its intensification.

    This thesis aims to understand the particularities of the creative work of fashion stylists, or also called fashion designers. To this end, we conducted semi-structured interviews with workers engaged in different activities in the area of fashion, with a selection of training in fashion courses for all respondents. The data obtained from the interviews and the bibliographic research allowed us to understand how these workers are incorporated into the labor market, their activities, work experiences, the importance of creativity, the search for status, and the importance of recognition. We chose to interview designers who are not part of the mainstream activity marked by the glamor of parties and fashion shows, but rather its “reverse” world, the daily life of those engaged in fashion production, particularly, the clothing sector. We have developed the argument that the fashion world is seen as a space of appearances that conveys the idea of glamor. Designers in this field expect status and recognition, but find the “reverse” of glamor in working relationships, low wages, informality, adversity in entering the labor market, activities that do not match workers’ education, frustrations and disenchantments with the occupation. What we call “reverse glamour” is the creation of a category of workers, the stylists, who are a reworked version of the all-in-one fashion creator, the tailor and the seamstress. Wrapped in a glamor of the fashion world, they find its “reverse” in the job market.

    Structural, morphological and optical properties of Ca10V6O25

    Modeling the structure and morphology of crystals is of great interest in the field of science and industry, as these factors are strongly linked in determining the properties of materials. That said, Ca10V6O25 compounds were synthesized by the coprecipitation and the microwave-assisted hydrothermal methods in a different time and temperature conditions in order to optimize their photoluminescent property. These methods were efficient to obtain different morphologies, in addition, the effect of the synthesis conditions had a strong influence on the microstructure and optical properties of vanadium compounds. Then a growth mechanism was proposed for the different particles formed, and it was observed that the synthesis method has a strong influence on the degree of structural order/disorder. By controlling the morphology and types of defects in the crystal lattice, different emission colors can be observed for the Ca10V6O25 compounds. Since, the sample that presented a balance in the degree of order/disorder structural in the short-, medium-, long-range, exhibited an emission in the white region by the coordinates of the CIE chromaticity diagram. Then, the luminescence mechanism for the synthesized compounds was proposed, as well as its structure and electronic properties were revealed through the relationship between theoretical calculation and experimental data. The photoluminescent property was investigated in detail which was observed that in addition to the electronic transition typical of the [VO4] clusters, there is the contribution of energy levels that are located within the band gap. These energy levels were formed by different types of disorder at short-, medium-, and long-range in the structure.

    Catalisadores de CuO/CeO2 promovidos com Au e Pt - estudo do impacto da interface e das propriedades eletrônicas do Cu no desempenho catalítico na reação de CO-PROX

    The copper-ceria system has been extensively investigated to be used as a catalyst in the preferential oxidation of CO reaction (CO-PROX), aiming the purification of H2 streams from reformed fuels, due to its oxygen storage capacity and redox properties. However, many aspects of these catalysts must be better understood, such as the impact of successive redox cycles on the copper-ceria interaction, the role played by copper species in the CO-PROX reaction mechanism and the effect of adding noble metals to CuO/CeO2 catalysts in the properties and performance in the reaction. These issues were addressed in this thesis. CuO/CeO2 catalysts with 1 to 3% of copper promoted or not with Au and Pt were synthesized by different methods, characterized by physical-chemical techniques, and applied in the PROX reaction. The results showed that the stability of the CuO/CeO2 interface, submitted to successive redox cycles, is important to the CO-PROX reaction and that this stability depends on the employed synthesis method. For co-precipitated materials, it was verified that the CO-PROX reaction is impacted by the nature of the Cu species, which may vary with the reaction temperature, depending on the amount of metal in the material. From these results, it was proposed a new PROX reaction mechanism for these materials. In addition, our results indicated that the materials synthesized by impregnation and co-precipitation follow different preferential pathways in the PROX reaction. After understanding these aspects, the effect of adding Au and Pt to Cu/ceria catalysts was evaluated. The increase in gold content from 0% to 0.75% worsened the performance in the CO-PROX reaction, which may be associated with the gold particle size, higher than 10 nm, and the possible blocking of Cu sites by deposition of Au, resulting in less interaction between Au-Cu-Ce. The promotion of the CuO/CeO2 catalyst with platinum also did not bring benefits in the ideal CO-PROX reaction, which can be explained by the stability of the Pt0-CO bond up to 120 ºC during the reaction. On the other hand, with the addition of CO2 and water in the reaction stream, i.e. under real CO-PROX conditions, the PtCu bimetallic material showed a promising result up to 120 ºC, with greater resistance to the presence of these reactants. Therefore, this thesis provides a new perspective on the redox property, on the CO-PROX reaction mechanism and on the addition of noble metals on CuO/CeO2 catalysts, based on consistent results of in situ and ex situ characterizations.

    Reinforced concrete shear walls, or structural walls, can be a challenge during structural design, due to the non-linear behavior of the materials associated with a geometry of complex analysis. The structural design standard recommends considering displacements caused by the shear force and nonlinear behavior of reinforced concrete in the structural analysis of walls. Considering the difficulties inherent to this simulation, this work contributes to the structural analysis of these elements, providing answers for the structural consideration of such behavior. Therefore, it is opportune to use simulations with shell and solid finite elements to represent observed complex effects, such as the interaction between axial and tangential forces. The Opensees and ABAQUS® softwares are used, since they already integrate the necessary packages. The experimental comparison is used to make the calibration representative. The tests described in the literature on slender structural walls are considered here, in which the shear force is relevant, but the behavior is still governed by bending. The experiments are mostly cyclical, while the modeling is monotonic; therefor, a simplification is used to compare them using the backbone curve. The calibration suggests values for the CDP (Concrete Damaged Plasticity) constitutive model, calibrated to mainly simulate the ductility, since the initial rise curve is insensitive to the values adopted according to the results observed here. The expressions are obtained for yield lateral strength, peak lateral strength, stiffness in service, yield displacement and maximum displacement using linear regression. The displacement expressions have a weak coefficient of determination and the other variables expressions have large. The secant stiffness obtained agrees reasonably with the ACI 318 standard, however the stiffness still depends on reinforcement ratio used.

    Big Data has caused transformations in various sectors of society and has demanded new approaches for studies in Information Science. These transformations also imply the emergence of new forms of scientific communication, intensifying the demand for scientific data, with the collaborative representation of information being a contemporary alternative to the problems arising from the advancement of digital technologies. In this perspective, it was questioned how the scientific data repositories act as collaborative information systems through the active participation of users or groups of people in the organization and treatment of scientific records from research activities. In order to contribute to the issue, we investigated the practices of organization and treatment of information in scientific data repositories, in order to contribute with subsidies for the collaborative representation of scientific records from research activities, through the following specific objectives: a) conceptualize the collaborative representation of information in the studies of Information Science and its potential in times of Big Data; b) explore the guidelines and practices adopted for the organization and treatment of scientific data within the scope of the Network of Scientific Data Repositories of the State of São Paulo; and to present and reflect the possibilities of collaborative representation of scientific data in the Network of Scientific Data Repositories of the State of São Paulo, in all its dimensions and perspectives. To this end, exploratory and descriptive research was conducted through the collection of data of a bibliographic order and by survey, with the investigative scope of the specialized literature on Information Science and the digital repositories belonging to the network. Although some theoretical indications in the scientific literature point to Folksonomy as a possible strategy for the organization and treatment of information in the context of Big Data, it was found that there is no such practice in the data repositories that integrate the network, even though the system has possible technological infrastructure for tagging. It is concluded that Information Science needs to investigate and incorporate, in its professional practices, viable parameters for the organization and recovery of informational resources implied by Big Data.

    Proficiency testing determines the performance of individual laboratories with respect to specific measurement tests and it is used to monitor the reliability of laboratory measurements. Considering a multivariate measurement error model with replicates, the ultrastructural calibration model with replicates, we will develop the asymptotic properties associated with this model in order to test the equivalence between the measurements obtained by different laboratories in proficiency testing. After adjusting a model, the diagnostic analysis is an important step in the analysis of a data set. Cook (1986) introduced a general methodology to assess the local influence of minor perturbations in the statistical model, using different types of perturbations. As a complement to the techniques for detecting discrepant observations, it is proposed the forward search by Atkinson and Riani (2000), which is a methodology to detect atypical masked observations. We propose a methodology based on the local influence of Cook (1986) and Poon and Poon (1999) with the forward search of Atkinson and Riani (2000) considering the measurement error regression models to obtain masked influential observations.

    Forests are important for several ecosystem services that bring benefits to man, mainly support services, such as nutrient cycling, climate mitigation, erosion control, water resource recharge, among others. Therefore, the importance of the sustainability of this resource for the perpetuation of species is remarkable. One of the most efficient techniques for restoring natural ecological conditions is natural regeneration. It is known that certain regions have difficulties in maintaining soil moisture to facilitate the process of gradual infiltration, however, forests have their own mechanisms to assist these conditions, such as the interception of water by the litter, to make the water gradually available to the soil. , soil moisture, compaction and density are also related to the process of passing water from the surface into the soil. This work sought to analyze the influence of natural regeneration on the environmental variables responsible for ecosystem support services. The project was installed in a RPPN in the Cerrado of São Paulo, with 3 fragments in different phases of natural regeneration (46 years, 13 years and 5 years), where over 12 months, monthly data of Net Precipitation (PE), Capacity of litter water retention (CRH), soil density (DS), soil moisture (US), mechanical resistance to soil penetration (RP), basic infiltration speed (VBI), hydraulic soil conductivity (K). CRH was inversely correlated with the net precipitation of the forest, the oldest area had the highest production and CRH of the amorphous material (in the most advanced stage of decomposition), despite not having the highest total CRH, it had the highest retention effective water content of litter. The older the regeneration, the larger the US and the lower the DS and the PR, showing that the regeneration promotes the improvement of the physical characteristics of the soil. Despite the VBI results being slightly below those found in the literature, this is not due to K, which presented values close to those in the literature, but rather due to soil water repellency, a characteristic present in the 3 fragments, so that the older the regeneration, the lower the repellency, showing that this characteristic present in semi-arid and sandy regions can be mitigated through natural regeneration. Finally, a correspondence analysis was carried out in order to explain the species distribution according to the environmental variables, with CRH and US being the most related to the species distribution. Thus, natural regeneration promotes improvement in environmental variables responsible for ecosystem support services.

    This dissertation aims to carry out a case study on the law 10.948/01 of the State of São Paulo, which presents itself as legislation that combats discriminatory acts committed to LGBT people. For this, the various constructions of mobilizations of this cause by the activists are analyzed, being these in the form of protests or by institutional means, seeking to relate their speeches and the forms of mobilization with the search for deputies who help them to project their demands in policies public. In addition, we analyze the context of the Legislative Assembly of the State of São Paulo and how was the presentation, discussion, and approval of this bill that in the future became this legislation. The work has as references the fields of citizenship, social movements, public and legislative policies. And, for its complete realization, semi-structured interviews combined with important documents to the case study were used as data collection forms.

    Studies indicate that food waste in Brazil reaches 26 million tons per year, being able to feed about 35 million people, with 60% of the urban waste generated being of food origin. Family agribusinesses produce minimally processed vegetables and fruits that generate large amounts of waste and can be reused; however, they are discarded. This work proposes the use of pumpkin, beet and carrot peels for the preparation of flour and cookies. Cookie formulations were prepared with substitutions of 0, 10, 25 and 50% of wheat flour for peels flours. Flours and cookies were analyzed for their proximate composition by determining moisture, ash, lipids, proteins and carbohydrates (by difference), the cookies were also analyzed sensorially, samples were presented simultaneously, asking the taster order the samples in increasing order of intensity for each attribute. Beet cookies (B50) provide the highest ash content (3.8%), followed by carrot cookies (C25) with 2.4%, pumpkin (A50) with 2.3% and reference 0.9%. For protein, carrot cookies (C25) provide 13.7%, followed by beet biscuits (B50) with 10.5%, pumpkin (A25) with 9.2% and reference 8.8%. And for fibers, beet biscuits (B50) provide 12.6%, followed by carrot biscuits (C50) with 10.4%, pumpkin (A50) with 10% and reference with only 1.1%. It should be noted that the higher the percentage of substitution of wheat flour for shelled flour, the lower the percentage of carbohydrate found in cookies. The substitutions of wheat flour for flours from shells, alter attributes such as color, taste and texture. It is noticed that substitutions up to 25% do not alter the preference and purchase intention, differently from substitutions with 50%, this being perceived by the tasters, but not being the preferred substitution among those studied.     The renin-angiotensin system (RAS) belongs to mechanisms that control the search and ingestion of hypertonic NaCl in rats with sodium apetite. Here we investigate whether the antagonism of RAS affects hedonic and aversive orofacial motor responses -parameters of palatability - to the intraoral infusion of 0.3 M NaCl (hNaCl). In addition, the literature suggests that sodium appetite is at least in part a consequence of reduced nociception to hypertonic NaCl. Therefore, we investigated whether captopril, a converting enzyme blocker, inhibits sodium appetite followed by alterations in orofacial responses to intraoral infusão to either 0.3 M NaCl or capsaicin, which activates nociception. Adult rats were depleted of sodium by combined injection of furosemide followed by 24 h removal of ambiente sodium. Losartan (intracerebroventricular, 200 g/l), AT1 angiotensin II receptor antagonist, produced a 50-fold increase in aversive orofacial motor responses to hNaCl, thereby reciprocating the relation of hedonic/aversive responses. Losartan also blocked hNaCl intake of the same animals during the sodium apetite test performed immediately after the orofacial recordings. Captopril (intraperitoneal, 30 mg/kg) inhibited by 80% the hedonic orofacial responses to hNaCl. Immediately thereafter, the animals had an alternate 180-minute access between home cage and recording cage in order to record respectively hNaCl intake and orofacial responses to hNaCl. Animals that received vehicle had reduced hedonic responses to hNaCl from 30 minutes to 180 minutes, matching the captopril group. Their aversive responses remained the same. Captopril had no effect on orofacial responses to capsaicin, but produced a 100-70% inhibition of hNaCl intake until 180 minutes. The results suggest that angiotensin II acts in the brain increasing the palatability of hypertonic sodium during the consummatory phase of sodium appetite.

    This work consists of the analyzes resulting from the Course Completion Work (TCC) of the Bachelor's degree in Translation and Interpretation in Libras / Portuguese. The research aimed to investigate the process of appropriation of the Brazilian Sign Language (Libras) by students of a Translation and Interpretation course in Portuguese / Libras (TILSP) at a federal university in the interior of the state of São Paulo. The research problematized the dilemmas of such a process by two specific aspects: 1) the entry of students in this course without the knowledge of sign language and 2) the need for appropriation and fluency in sign language for the further development of translation skills and interpretation in this language, focus of the training proposal of the course. For this purpose, the bibliographic study was carried out by means of research that dealt with this theme, to understand the field of study, namely: the training of sign language translators and interpreters. We conducted a qualitative field research with a descriptive proposal. For data collection, a semi-open and semi-lingual online questionnaire was formulated for students who had already attended at least two years of graduation. As the course investigated is four years, it is expected that the student already has knowledge and fluency in sign language. The relevance of this research instrument is understood as a space in which the subject can reflect on his practices and the researcher can use it as a means of appropriating knowledge announced by the participants that reflect data from the object of his investigation. The data were analyzed qualitatively based on studies of an anthropological nature in the field of deafness, articulating them with the fields of education and training of translators and interpreters. With the research, we promoted a reflection that brought novelties and accessibility strategies for better training aimed at students of bachelor's degrees in translation and interpretation of the linguistic pair, Libras / Portuguese Language.

    Ecologia de Athene cunicularia (Molina 1782) (Aves, Strigidae) no litoral centro-norte de Santa Catarina, Brasil

    Athene cunicularia (Molina, 1782) is a bird of prey that inhabits much of the Americas. The studies related to this species provide subsidies for the planning and management of environments direct at the preservation of avifauna species, since birds of prey can be used as indicators of the degree of conservation of ecosystems, futhermore it is an important functional role in natural ecosystems acting in the population control of insects and rodents. Aiming to deepen the ecological knowledge about A. cunicularia and understanding that knowledge about the relationship of species with their habitat is important for their conservation, this work developed a population study of the species in four dune areas on the coast of Santa Catarina, the beaches of Interpraias, Navegantes, Barra Velha and Praia Brava and led to the elaboration of three chapters. The first followed the population fluctuation in the beaches over three years and brought information about biometric measurements of the specimens captured between the four coastal regions of Santa Catarina. The second work presented the behavioral categories of owls during the course of the day and analyzed the influence of the environment on the owl's alarm responses when approaching humans. Finally, in the third chapter, the burrowing owl diet in the studied areas was analyzed and compared according to the surroundings. Considering the three studies, it is concluded: 1 - Owls have biometries similar to the subspecies described for the region and their population tends to decrease with increases in disturbances in the region where it is inserted. 2 - The owl has several similar behaviors throughout the day, however, the night time proved to be the main one for its feeding, also, it has difference in the responses to the approach in the studied regions, a possible consequence of the urbanized environment. 3 - The burrowing owl is generalist and opportunistic in its feeding, as it feeds on the abundant items in the regions where they are inserted, from invertebrates to small vertebrates, however it showed significant differences between its choices in the sampled sites. Therefore, the burrowing owl, A. cunicularia, is a species that has adapted to the urban environment, but disturbances can still impair the species success in several regions. The results presented here show great local dependence of A. cunicularia for feeding resources and natural areas for breeding. Future conservation of the environment in which they are inserted are essential for this species persistence.

    The contracting of outsourced service companies is one of the main concerns with regard to contracts in the Public Administration, due to the complexity of monitoring and inspection, as well as because they represent high value contracts. In order to manage the execution of this type of contracting, contract management is essential to minimize the risk of damage to the public interest and damage to the treasury. Considering that the Federal University of São Carlos - UFSCar, as a federal institution of higher education, needs to have services through outsourced companies, which help in reaching the core activities, considering that UFSCar must follow all the current laws that determine and guide for a contract to be successful, as Normative Instruction n° 05/2017, which defines procedures for this type of contract and is still in the implementation phase in the institution object of this work, the present research, carried out through a study case study, it aims to contribute to improving the management and inspection of outsourced service contracts at the São Carlos campus at UFSCar through process management. For this, a mapping and analysis of the current situation of the hiring process of outsourced workers was carried out and, as a complement to the data collection, a structured interview with contract inspectors was carried out. Thus, as a product of the present work, sixteen proposals were generated with opportunities for improvement, divided into three categories: proposals related to Normative Instruction n° 05/2017, proposals generated with the interviews and proposals by the author of this work. In addition, it was possible to advance in some proposals, with the application of management tools for processes that resulted in the projection of future situations, as well as planning suggestions and models of procedures for contract management.

    Gestão da mudança educacional nas escolas da Inspetoria Madre Mazzarello

    This qualitative research presents as its central goal the analysis of the educational change process management accomplished by the schools within the Inspetoria Madre Mazzarello. The research intends to deepen the knowledge regarding the processes and dynamisms that bring about efficacy and success to an education change process. The data interpretation and analysis were carried about upon the establishiment of the analysis categories, which were inductively developed, and its theoretical referential was the educational change process literature. Data were gathered upon open interviews and quiestionaires adhibition. Data were analyzed based on the Content Analyiss theoretic-methodological approach and premises, as well as on its tecniques, applying the support, resources and tools of computer softwares in order to treat and organize the same data. Analysis resulted in the establishement of six categories, which made it possible to proceed to data interpretation: communication management, organizational management, pedagogical management, change theory and meaning, stages of change process, and actors involved in the change process. Each analysis category contributed to understand and identify the factors tha affected the educational change process management within the Inspetoria Madre Mazzarello, emphasizing how respondents identify the factors that positively affected the Effective Practice Project and how they concurred to its success. Those factors are related to: the attention to the communicational process in order to achieve adhesion, engagement, and commitment; necessity of contextualizing the proposal to each school reality; the centrality of pedagogical related issues, including the teaching and learning process, teachers training, support and follow-up, and leadership commitment; the attention to the way upon which people elaborate meaning and develop an implicit change theory; the organization and understanding of the change process, accordingly to the demands and challenges inherents to each stage comprised in the same process, that is, initiation, implementation, and institutionalization; the demand to promote the envolvement of the multiple groups of people who are envolved with the change process.

    Determinantes das formas de governança e complementaridades contratuais nas negociações dos produtores de coco do Estado de Alagoas

    Brazil is the world's fifth largest producer of coconut. Most of the country’s production is concentrated in the Northeast region. However, since the 1980s, coconut farming has expanded to include almost the entire country, a change motivated by the increase in world consumption of coconut derivatives. In this restructuring process, some traditional states have lost participation nationally. This is the case of Alagoas, which was already the third largest producer in Brazil, prior to the restructuring period. However, in the past few decades, it has persisted in this activity more for social than solely economic aspects – as is tradition of this culture, implanted during the colonial period. In Alagoas, production is practiced, to a greater extent, by family farmers with an area of less than 10 acres. These production systems allow individual farms to unit with other more profitable crop lands. As a result, the low volume of coconut production associated with the coconut tree's seasonality means that most producers' commercialization is restricted to transactions with intermediaries and open markets rather than with cooperatives. Other producers, with greater production volume, trade directly with the few industries installed in that state, in addition to the large intermediaries. In this sense, Alagoas’ restricted marketing channel demonstrates several aspects of organizational evolution through the use of different coordination mechanisms. Thus, the objective of this thesis is to show and analyze the determinants of the adoption of hybrid organizational arrangements and the contractual complementarities in coconut transactions in Alagoas. Studying such transactions is relevant due to the characteristics of their buyers, formed by a few agents, but with different organizational structures. As a result, the bargaining power of coconut producers, in terms of commercial negotiation, varies according to the type of configuration that the transaction assumes. The theoretical framework is based on the Transaction Cost Economics (TCE) which, according to American economist Oliver E. Williamson (1985, 1991) relates the behavioral assumptions and attributes of the transaction to the choice of the governance structure that minimizes transaction costs. The hostage model approach was also used, where asset specificity is related to the construction of credible commitments between agents. On the other hand, the subsequent development of TCE, which describes the different types of hybrid forms of governance, were used to investigate the role of reputation, relational network, leadership, and formal governance as coordination mechanisms complementary to contracts. The methodology consists of an explanatory quantitative approach which utilizes the survey method of data collection. In this 2018 study, information was collected from 135 coconut transactions between the producer and the main buyer. The transactions were grouped into two categories: (a) “with commitment” and (b) “without commitment.” The information was analyzed by means of descriptive statistics with the use of hypothesis tests for the differences between the groups and, the use of a logistic regression, binary logit model, as it is the relationship of a binary categorical output variable with continuous predictive and other categorical variables. The results showed that the main factors explaining the adoption of hybrid governance structures are related to social aspects, such as the greater intensity of reputation built on recurring transactions. Results revealed Frequency as the main attribute of the transactions, since no significant asset specificities were found. Leadership was also identified as a relevant contractual complementarity, explained in this case by the authority exercised by the few buyers in the marketing channel.
