Políticas públicas LGBTQIA+ e as dinâmicas de desagendamento governamental no Brasil
(Universidade Federal de São Carlos, 2023-01-27) De Vitto, Victor Augusto Nunes; Capella, Ana Cláudia Niedhardt; https://lattes.cnpq.br/5810332148425938; https://orcid.org/0000-0002-1423-898X; https://lattes.cnpq.br/1211649030006876; https://orcid.org/0000-0003-4469-9469
In the 1980s, brazilian redemocratization coexisted with an unprecedented political organization of non-heterosexual-cisgender people in the sense of pressuring governments for the recognition of their civil and social rights. Although, at first, the political action of these subjects was arranged through a thematic network strongly linked to the Public Health subsystem in the search to reduce the harm of the then emerging AIDS epidemic, the agenda of these social movements never was limited only to the promotion of sexual health and HIV prophylaxis. In 1995 inaugurated a moment of incremental inclusion of the demands of these groups in the governmental agenda-setting, with emphasis on civil union and the punishment of discriminatory acts, inaugurating a relative action of the Executive and the Judiciary with the common objective of affirming specific rights that It was opposed to the legislative omission regarding these historic claims, after all the LGBTQIA+ movements are still unable to obtain the approval of a specific legal framework in their favor in Congress. In line with the moderate affirmation of an incomplete and judicialized citizenship, from 2011 onwards these initiatives were the object of opposition responsible for the sudden rescheduling of actions previously built. Public Policy Theory borrowing the Punctuated Equilibrium Model to understand that this process social change of attention and, consequently, of the governmental agenda towards the lack of responsibility for leveraging an integral LGBTQIA+ citizenship was supported by public policy images of moralizing content, loaded with symbols and emotional appeals contrary to these groups, strategies and courses of political action that, in addition to emptying a previous affirmative governmental action, blocked discussions and respective deliberations of new demands from these social movements. In order to understand the expansion of political conflict arising from this “anti-gender offensive”, a multimethod research design was adopted based on constructivist Grounded Theory and Textually Oriented Discourse Analysis in the construction of research surveys implemented in sixteen individual interviewssemi-structured interviews with activists and allies with a history of participation and leadership in the construction of LGBTQIA+ public policies. Thematic and focused qualitative coding was performed using the MAXQDA Pro Analytics 12.3 application, followed by subsequent discourse analysis that mapped modalization and politeness traits in the discourse of activists and allies about four anti-LGBTQIA+ images: “gay booklet", “gay cure”, “gender ideology” and “gay blood”. As a result, the high degree of negative politeness and objective epistemic modalization mobilized in the discourse of these interviewed subjects regarding the definition of a "policy dynamics of unscheduling" stands out, given the eminently metaphorical and unscientific dimension of such Christian interreligious interpretations on the pertinence of LGBTQIA+ rights as government priorities.

This dissertation developed in the Professional Graduate Program in Education of the Federal University of São Carlos, São Carlos campus, guided by the following question: how the current Curriculum has been used in the organization of the teaching of Early Childhood Education teachers in the city of Bauru/ SP? The general objective of the research is: to identify how the teaching organization carried out by the Early Childhood Education teachers takes place based on the current Curriculum; and as a specific objective: to analyze the organization of the teachers' teaching according to the objective modes of operation. In addition, we are guided by the hypothesis that the appropriation of the Curriculum by the teachers is important for the organization of the work of the teachers and we consider, specifically, that the results of the organization of teaching are a result of the needs and reasons that lead them to propose and to develop activities to enable the transformation of objective reality. Therefore, we believe that the theoretical foundations of the Historical-Cultural Theory guided us to the answer to our research problem and meet the general objective and the specific objective. The research participants are six Early Childhood Education teachers from the city of Bauru/SP. Each has a different length of service and teaches in different geographic regions of the city. We used the following instruments for data production: a semi-structured interview and the “Dynamic Planning of 2019” as a subsidy. In preparing the interview script, we took into account the reasons for the activity, according to Leontiev (2017), and the four aspects of Ibiapina (2008): description, information, confrontation and reconstruction, in order to capture how the teachers used, or not, the elements of the Curriculum in the organization of teaching. We thus arrive at some considerations that unfortunately, the implementation of the current Curriculum left gaps that need to be filled in a concrete way based on in-service training that is effectively guided by the theoretical framework adopted in, and for the elaboration of the Curriculum, such as training in service that needs to be organized based on the historical-cultural theory as a form, that is, the very organization of teaching the Curriculum, aimed at teachers, needs to be based on the fundamentals, since we learn through the way we are taught, in the development of how we teachers will teach.

Migraine is a primary headache with significative prevalence in the world as well as the brazilian country. It is responsable for significant costs for the health services, besides it is associated with compromising the well-being of individuals. The epidemiologic profile of migraine is well known, but the pathophysiology is complex and involve the central and peripheral nervous system, through the cortical spreading depolarization, the hypothalamic activation and the release of neuropeptides and monoamines, causing the clinical manifestations of migraine, wich can be divided in phases: premonitory, aura, cefaleia e postdrome. However is a manageable with a series of pharmacologic and non pharmacologic treatments. This study aims to evaluate the role of the corticosteroids on the treatment of the acute migraine. Therefore, was realized a systematic review with analysis and classification of the materials. The majority of the studies demonstrated that corticosteroids, primarily dexamethasone, are effective in reduce headache recurrence in the first 72 hour after discharge from emergency department. The use of corticosteroids as monotherapy to control acute symptoms related to migraine is controversial and lack studies with high level of evidence to support that use. In other words, the recommendation with higher quality of evidence indicates the use of corticosteroids as a adjunct therapy, aiming to reduce the headache recurrence after emergency department discharge.

Interaction networks are used to provide a better understanding of ecological communities and their structures. In this study, we analyzed bird-arthropod interactions in the Brazilian Atlantic Forest. The survey of studies was carried out in the Web of Science and Google Scholar platforms using the following keywords in combination: “birds”, “Atlantic Forest” and “diet”. Our hypotheses are: (1) birds will consume a small amount of prey in relation to the total number found in the net, with less than half of possible connections (links) with arthropods, presenting a low value for the specialization index for the network (H2’); (2) The core of network generalists must include less than 50% of bird species detected to consume arthropods; (3) The network will have a modular structure. All analyzes were carried out using R software in version 4.3.2. We found 16 articles/theses published from 2001 to 2020. The predator-prey interaction network includes 185 bird species and 37 arthropod groups. The network had a total of 1,011 connections (C = 0.148). Total nesting was N =60,163. The modularity was Q = 0.2328. The results corroborate the hypothesis that the network's specialization would be low (H1). The group of generalists included only 33 bird species (17.84%) and 6 arthropod taxa (16.22%) (H2). However, the interaction network did not present a modular structure, as expected for prey-predator networks (H3). The network of interactions allows a new visualization of the relationship between bird species preying on groups of arthropods in the Atlantic Forest, presenting a community with high niche overlap and unstable due to the absence of the modular pattern.

This research presents the fundamental frequency (f0) statistics of 100 male speakers of Brazilian Portuguese (BP) who produced samples of semi-spontaneous speech and sentence reading. The analyzed speech samples are part of the Forensic Corpus of Brazilian Portuguese (CFPB), provided by the Audiovisual and Electronics Sector (SEPAEL), of the National Institute of Criminalistics (INC) of the Brazilian Federal Police. The demographic characteristics of the 100 samples follow, as far as possible, the distribution of the Brazilian population in terms of age group and distribution among the five major Brazilian regions according to the 2020 National Household Sample Survey (PNAD). Excerpts with duration of liquid speech between 30 and 45 seconds were analyzed. A set of eight statistical measures were reported for each f0 sample: mean, median, mode, baseline value, standard deviation, coefficient of variation, asymmetry and kurtosis, which were presented in the form of graphs, tables, histograms and scatter plots. It was observed that both the elocution style and the conversion of f0 values from the Hertz scale to the semitone scale increase the proportion of distributions with values that adhere to the normal distribution. Regarding the regional variation, the results suggest the absence of an important influence of the geographic region on the value of the collected statistical estimators. The results indicate convergence with the literature and are discussed in relation to the phonetic-forensic implications, and can be used by experts to calculate likelihood ratio values in real scenarios in forensic voice comparison tasks.
