Discutindo o colonialismo de dados no Brasil: o caso de Caucaia (CE)

This study critically examines the Brazilian digital economy through the case of the data center linked to TikTok/ByteDance in Caucaia (Ceará), within the Pecém Industrial and Port Complex. It argues that the concept of surveillance capitalism, formulated by Zuboff and centered on behavioral surplus and the erosion of individual freedom, is insufficient to grasp the digital economy in peripheral contexts shaped by a historical-colonial legacy and dependent integration. The aim is to examine the limits of this concept and to articulate data colonialism, as proposed by Couldry and Mejias, with the notion of double plunder — the overlap between the informational extraction of data, attention, and behavior and the material appropriation of energy, water, and territory required by digital infrastructure. A qualitative approach is adopted along three axes: a critical literature review that situates the data economy within the materiality of the network society and reinscribes it in the Latin American tradition of neo-extractivism and dependency; a documentary analysis of the policy promoting data centers, notably REDATA (Provisional Measure No.,318/2025, reintroduced as Bill No. 278/2026); and a case study of the Caucaia sociotechnical controversy, reconstructed from news reports, corporate statements, regulatory acts, and the positions of the Federal Public Prosecutor's Office, the Public Defender's Office, and the Indigenous Anacé people. The analysis shows that the physical presence of infrastructure does not amount to sovereignty: designed for a single transnational client, AI training for global workloads, and data export, the project concentrates technical command and value capture outside the country, while the water, energy, territorial, and fiscal costs remain localized in a region of structural drought and on land claimed by the Anacé. It concludes that, without public governance, control over data, and effective socioenvironmental safeguards, the policy of attracting data centers tends to consolidate Brazil as a "backyard for data centers" of the Global North, renewing its peripheral position in the international division of data infrastructure and production.

This thesis produces and investigates the encounter between collage and ecosophy in science education, taking collage as a material, relational, and thought-based practice. It begins by problematizing modes of organization of school scientific knowledge that privilege representation, explanation, classification, and the stability of meaning, often separating body and thought, science and art, nature and culture, subject and world. Inspired by Félix Guattari’s ecosophy, by approximations with cartography, and by montage as an operation of thought derived from Georges Didi-Huberman, the research follows workshops with students from basic education, undergraduate teacher education, and graduate studies, an extension course, fabulated scenes, and artistic productions developed throughout the investigative process. The thesis is constructed through montages between not-so-invented memories, images, conceptual fragments, and formative experiences. By working with remnants, tears, displaced scientific images, dismantled textbooks, and collective compositions, the thesis follows what emerges when collage traverses stabilized ways of learning and organizing school scientific knowledge. In this movement, montage operates as a procedure that brings heterogeneous fragments together without reducing them to an explanatory unity, allowing knowledge production to be conceived through intervals, frictions, and provisional recompositions. As a contribution, the thesis proposes understanding collage as a situated ecosophical practice, capable of opening small recompositions between subjectivity, collectivity, and environment, tensioning ways of knowing and inhabiting educational spaces in science education.

This thesis maps and analyzes the scientific production on aging at the Federal University of São Carlos (UFSCar) between 2004 and 2024, from the perspective of Science, Technology and Society (STS) Studies. The research, descriptive and exploratory in nature, employed bibliometric mapping and content analysis to examine 240 dissertations and theses from the institutional repository. Variables such as graduate program, advising, keywords, funding, citations, and the Applied Orientation Index (AOI) — a metric adapted from Technology Readiness Levels (TRL) — were analyzed. The results reveal a substantial body of production, yet heavily concentrated in the health sciences: 74% of advisors have original training in the field, and three programs (Physical Therapy, Nursing, and Gerontology) account for 70% of funded publications. The average AOI of 2.1 indicates a predominantly diagnostic character, with low applied orientation. Interdisciplinarity remains incipient — the co-supervision rate between different programs is only 27.5%, and keyword analysis reveals that each program addresses aging from its own disciplinary silo without epistemic integration. Only 35% of publications received citations in Google Scholar. The STS analysis highlights the persistence of the linear innovation model, the concentration of funding as a dispositif of governmentality, and the need for institutional policies that promote genuine interdisciplinarity, epistemic diversity, and the transition from diagnostic production to stages of development and social impact.
