Abstract
What functions are attributed to parliamentary oppositions in representative democracies and how do they perform such functions in the Brazilian context, in the Chamber of Deputies? These are the main questions that guide this research. The internal regulations determine that for the composition of the members who will take on the Permanent Committees role, the criterion of party proportionality must be taken into account, thus, there is a recurrent practice in the composition of the Labor and Public Service Commission (CTASP) of the exchange of seats on committees. The acts of the Board of Directors of the Chamber of Deputies were used, and the mirrors of the composition of the committees, which explain who the official vacancy would belong to and the party that in practice occupied the vacancy. The methodo-logy used is a case study, based on a descriptive analysis. In turn, the results have shown that the tendency to exchange seats continued to be present, sometimes in favor of the coali-tion, sometimes in favor of the opposition
