The growing increase in consumption has generated significant impacts on the environment, resulting in the unrestrained generation of waste. This scenario has become a complex challenge for small Brazilian cities, with serious consequences, such as risks to the health of the population and environmental damage, especially due to inadequate disposal. To minimize these risks, the implementation of landfills is essential. Law No. 12,305, of 2010, distributed the National Solid Waste Policy, which focuses on the reduction, elimination and recovery of sites previously used as landfills. In this context, this work compares the current knowledge of the scientific community with national legislation that recommends the implementation of landfills, focusing on small cities, such as Nova Campina - SP. Brazilian legislation, standards and requirements of the body responsible for controlling, supervising, monitoring and licensing activities in the state of São Paulo were examined, in addition to scientific work related to the topic. And to better understand the topic, an environmental study carried out for the licensing process of a sanitary landfill to be implemented in the municipality of Nova Campina – SP was evaluated. From the results obtained, it was possible to conclude that scientific studies offer a more comprehensive and specific approach compared to legislation. It is also concluded that the environmental study evaluated did not address crucial aspects, such as the region's water resources. Furthermore, questions arose about the possible economic difficulties faced by small municipalities in this process, aiming to achieve goals of partnerships and agreements with larger cities.
