Resumo

The growing urbanization and accelerated expansion of civil construction has generated a significant increase in construction waste, and even with waste management through the adoption of Transhipment and Sorting Areas (ATTs) and Ecopoints, there are still numerous irregular disposal points in peripheral neighborhoods in several small and medium-sized cities, which generates degradation of the surroundings in critical areas and vulnerable populations with environmental impacts. This study aims to diagnose the management of Construction and Demolition Waste in the municipality of Catanduva/SP, focusing on the Transshipment and Sorting Areas and the Municipal Ecopoint, aiming to identify the factors that lead to clandestine disposal. This is a qualitative and quantitative study, exploratory and descriptive in nature, aimed at analyzing the Construction and Demolition Waste management system in the municipality of Catanduva, São Paulo. The research was conducted with three different samples: four licensed ATTs operated by private companies operating in the municipality, five owners of construction companies working with construction waste C&DW in the municipality, and 109 residents of different neighborhoods, selected by non-probabilistic convenience samples within the municipality. Three different data collection instruments specific to each sample were applied, consisting of a semi-structured questionnaire via Google Forms. Although the municipality adopted measures such as joining the SIGOR (Surveillance System) and creating the Municipal Ecopoint, the discontinuation of two of the four licensed ATTs and the lack of visible public planning for the expansion or replacement of these units compromised the consolidation of a solid and integrated RCC management policy. The lack of updated public data and an environmentally oriented government plan reinforces the need for greater transparency and political commitment to urban sustainability.
