Resumo
The Sustainable Logistics Master Plan (PLS) is a governance instrument that guides public procurement and logistics management within federal agencies, establishing guidelines for purchases, technical studies, and projects based on a methodological model with defined minimum structure and content. In this context, the present study aimed to analyze the PLSs of Brazilian federal Higher Education Institutions (HEIs), seeking to understand their structure and guidelines, as well as to examine the development process of the PLS at the Federal University of São Carlos (UFSCar). In addition, the study investigated how the Sustainable Development Goals (SDGs) and Solid Waste Management are incorporated into these documents. To achieve these objectives, methodological procedures such as bibliographic and documentary research, content analysis, interviews, participant observation, and a case study were adopted, enabling both the analysis of PLSs from different HEIs and an in-depth examination of the UFSCar case. The results reveal structural challenges in the analyzed institutions, including insufficient human resources, weaknesses in data systematization, and unclear assignment of responsibilities. It was also found that the integration of the SDGs and Solid Waste Management into the PLSs occurs in an incipient and, at times, fragmented manner. Therefore, although the PLS constitutes
a relevant public governance instrument, its effectiveness depends on strengthening institutional capacities, improving the quality of information, and consolidating continuous monitoring and evaluation mechanisms in order to reduce the gap between planning and implementation.
