This research seeks to contribute to the existing scarcity in the literature regarding the analysis of the applicability of administrative regulations from the perspective of the agents responsible for their execution. In this context, the objective is to analyze how supervisors and managers of cleaning contracts at UFSCar perceive the effectiveness of IN No. 5/2017 in its practical application. This is a qualitative, exploratory research, with data collection carried out with contract supervisors, analyzed through content analysis, descriptive statistics, and triangulation with participant observation. The results indicate that, although the regulation represents an advance in the structuring of outsourced contract management, its effectiveness is more associated with the institutional capacity for implementation than with its normative content. As a contribution, the study presents empirical evidence on the limitations and potential of applying regulations to the management of outsourced contracts in federal universities.
