The research rationality took place through the history of textbooks seeking to understand how the textbooks are used to standardize teaching instruments and the exams to be carried out as part of the neoliberal public policy package to improve the quality of education. The PNLD-Campo Action textbooks were materialized in public policies for rural education and increased from social movements in defense of quality education for the rural population. The analysis showed contradictions into the guidance for teachers intensifies the lack of quality for the public education offered at rural schools, the textbooks create a lack of knowledge systematized and focus in specifics demands of groups reinforcing the teacher who works in the rural schools is interpreted as backward teacher with precarious training that needs to update and unify as diverse field cultures and no context of capitalist society to become another instrument for the training of labor to work in the rural areas.
