Intenções e gestos da política pública de economia solidária na afirmação dos direitos sociais: um estudo de caso

Abstract

This research seeks from the experience of the author and theoretical studies on issues of political and social rights, popular participation and solidarity economy, reflect on the limits and possibilities of Public Policy for Development of Economics in the affirmation of social rights. As a benchmark study highlights the "Program for Economic Development" of the municipality of São Carlos, from January 2001 until February 2010. The comments made highlight the membership of local governments to the theme of Solidarity Economy, the process of establishment and institutionalization of the Local Economy Policy Development, and the nature of the formation and composition of solidarity enterprises in the city.
