Resumo
The outsourcing of university security services emerged as an administrative alternative adopted by Brazilian Federal Institutions of Higher Education (IFES) following the elimination of the civil service position of security guard in 1998 and the absence of public recruitment to replenish the workforce since then. In this context, outsourced contracts became essential instruments to ensure the continuity of activities related to the protection of assets and the academic community, especially in a scenario of university expansion and decentralization of campuses, which significantly increased the demand for surveillance and access control services. This study proposes a Performance Measurement System designed for the university security administrative contract of the Guarulhos Campus at the Federal University of São Paulo, capable of supporting monitoring, control, and decision-making. The research problem lies in the insufficiency of indicators, as current measurements are limited to service quality assessment and do not comprehensively consider the needs and contributions of the main stakeholder groups involved, which compromises a holistic evaluation of the contract’s strategic objectives and hinders results-oriented management. The methodology adopted is Design Science Research, which focuses on the creation and validation of artifacts aimed at solving practical problems, aligned with the objective of this study and based on quantitative data obtained from documentary sources. The application of the Performance Prism model enabled the identification of the main stakeholder groups involved, the mapping of their needs and contributions, the definition of the strategic objectives of the contract, and the analysis of management processes and required organizational capabilities. The results demonstrate that the proposed artifact is applicable to the institutional context, contributes to improving contract governance, and strengthens public management decision-making. It is concluded that the developed indicators promote a broader performance measurement of contract execution and provide an integrated perspective linking performance, governance, and public value.
