Resumo

The 2018 elections marked Brazilian politics, as they promoted a series of ruptures in the patterns of government formation and opposition. In the media, those elections were "the time of outsiders". This phenomenon is still little studied in Political Science independently without being associated with phenomena such as populism and antipolitics (BARR, 2009). The few existing studies are focused on executive candidates and majority elections, there is little material on the occurrence of outsiders in parliaments. Therefore, this research is dedicated to investigating the entry of outsiders in the Chamber of Deputies in 2014 and 2018. We argue that outsiders are not simply newbies (newcomers) in the Federal Chamber and that neither can they be assumed to be political rebels. The results show that there was a significant growth of outsiders in the Chamber of Deputies in the 2018 elections compared to 2014, with the right-wing parties being the ones that elected more outsiders. In this research we discuss the theoretical challenges in defining who are outsiders in Brazilian politics; we resort to studies on career and profession in Brazil, to establish the filters of inclusion and exclusion of parliamentarians in the category of outsiders, to characterize and locate these actors in the Brazilian political system.
