Governança das contratações no setor público: uma análise do iGovContratações no Instituto Federal de Educação, Ciência e Tecnologia de São Paulo

Abstract

This research sought to understand how different campuses of a federal educational institution position themselves in relation to the regulatory and evaluative frameworks established by the Brazilian Federal Court of Accounts, through a longitudinal comparison with the governance survey cycles of 2018, 2021, and 2024. The hypothesis assumed that institutional progress, as captured by national indexes, is not internalized uniformly across units, being influenced by factors such as staff training, organizational structure, and adherence to management processes. A quantitative methodology was adopted, based on a survey conducted with procurement and contract managers, using a structured questionnaire and a comparative analysis of the responses in relation to institutional and national parameters. The results revealed disparities in maturity levels, especially in aspects related to human resource management, integrity, and sustainability, indicating that a significant portion of the campuses remain at initial stages of governance. It was found that the institutionalization of good practices depends both on regulatory alignment and on local managerial engagement, and it is recommended to intensify training strategies, strengthen internal controls, and increase integration between planning and procurement execution to improve governance and efficiency in the use of public resources.
