Resumo

Based on a case study (2019-2020) carried out at the Dr. Cândido Ferreira Health Service in Campinas-SP, the present research sought to analyze a National Mental Health Policy (PNSM), covering the objective and subjective transformations of citizenship in perspective of users discharged from long hospitalizations in psychiatric hospitals. Starting from the question: which speeches triggered by the actors of mental health services that are affected daily by the PNSM guidelines and that are related to the guarantee and access to social, political and civil rights, power negotiations and the configurations of the new legal devices, assistance of services and actions in the field of anti-asylum reform? To this end, the aim is to highlight the articulations of citizenship as a central element of public policy legislation and when reflecting on the trajectories of the deinstitutionalization process, new anti-asylum protagonisms emerge and the resignification of contemporary madness is redefined. The data indicate the complexity of the Brazilian psychiatric reform process, permeated by several normative plans, culminating in institutional reconfigurations and political, social, cultural conflicts. It was concluded that the actors named with serious and persistent disorders remain linked to stigmatization and pathologization of mental illness, conflicts with legal internment, difficulties regarding inclusion through work, education, artistic and social movements, occupation of the city and, above all, social vulnerability and the commodification of psychological suffering.
